Elections Administrator/Chief Deputy County Clerk

NEOGOV is seeking an Elections Administrator/Chief Deputy County Clerk for Curry County, responsible for overseeing the operations of the Elections Division. This role includes supervising staff, managing elections, interpreting laws, and ensuring compliance with regulations.

Responsibilities

Supervises department employees including performance reviews, making hiring, disciplinary and termination decisions, administering training activities and developing and approving schedules
Manages and conducts all elections held in the county; including but not limited to: establishing ballot drop sites, certifying ballot information, ballot layout/formatting, printing, mailing, testing/operating tabulation equipment, selection of election board personnel, organizing, instructing and supervising election boards, signature verification, ballot processing, ballot counting, meet all statutory deadlines and timelines, ballot security, ordering and maintaining election supplies, archiving all election records per statutory retention requirements and issue oaths of office
Maintain working knowledge of and interpret local, state and federal laws and rules relating to elections, to provide guide and support to local election authorities including County Commissioners and County Counsel, Special Districts and Cities in the administration of federal, state and local election law
Administers department budget by managing department expenditures, maintaining records, preparing reports and departments budgets
Grant application preparation/writing and monitoring of expenditures to ensure compliance with new Federal Election Reform requirements (HAVA)
Negotiates and administers requests for proposals and long-term debt contracts for services, materials and equipment; determines cost feasibility of special projects and implementation of new programs or procedures with County Clerk
Acts as Product Administrator for Elections Division to develop, implement and maintain computer programs and database files used to store, track and retrieve information; coordinates data sharing with other departments; keeps current knowledge with trends and developments related to essential job competencies and requirements; research new technology to improve system efficiency
Manages, maintains and processes the duties of the Elections Division of the county Clerk’s Office; including but not limited to: registration of voters in accordance with state and federal laws including on-line data entry of records, production of required voter notification cards, scanning and proofing, evaluating precinct boundaries, election set up, cost accounting of each election, reconcile election reports, calculate and generate invoices to local districts for election costs
Assist the County Clerk in establishing a disaster plan for recording and elections; adopt and maintain manuals for office policies both for recording and elections. Monitor, track and implement enrolled legislation that impacts the County Clerk’s duties. Prepare legal notices and evaluate employee performance. Prepares, writes and enforces Election Security Plan filled with the Secretary of State
Assists customers, candidates and political action committees over the phone, at the front counter or via email, with candidate filings, county and district measures, district formations, annexations, withdrawals, recalls etc. All according to Oregon Revised Statutes and Oregon Administration Rules
Must meet all of the many deadlines and exercise judgement based on election laws and regulatory guidelines. Interpret and implement Oregon Revised Statutes and Oregon Administrative Rules governing the duties of the Clerk. Train and supervise staff on state and federal mandated procedures for all recording, election, Property Value Appeals, marriage license, domestic partnership and passport duties
Perform all duties of the Deputy Clerk positions in the event of his/her absence, including but not limited to: scan and index recorded documents into the appropriate software system; transfer recorded documents to various customers; archive all records for permanent retention; post receipts, generate reports, daily deposit monies with Treasurer; monitor and invoice state/local agencies and debit accounts, reconcile receipting reports with Treasurer’s general ledger reports

Required

Thorough Knowledge of Oregon Constitution, Oregon Revised Statutes, Oregon Administrative Rules and directives as pertaining to Electoral functions
Thorough Knowledge of State and Federal laws and regulations related to payroll, and union personnel issues

Ability to establish and maintain positive and effective relationships with elected officials, department heads, subordinates, other agencies, the public and media. candidates, media, and subordinates in a helpful, courteous and tactful manner
Ability to maintain quality and accuracy of work is critical

Ability to deal effectively with stress, while assuring attention to detail
Bachelors Degree in business administration or closely related subject; plus 5 years progressively responsible elections office experience, of which includes 2 years supervisory experience in planning and supervision of election activities and 2 years technical and operational experience with data processing equipment and computer systems, or any combination of training, education, or experience which demonstrates the ability to perform the above described and is deemed satisfactory by the County Clerk
Systems administrator for Elections Network which includes: the elections management system, tabulation & reporting System, voter registration program, signature imaging and retrieval program and related modules
Sworn and subscribed official oath of office
Must possess a valid Oregon Driver's License with a good driving record
