Responsibilities
Develops and implements programs and strategies to help prevent, reduce, or eliminate work related accidents and injuries
Develops and conducts County-wide environmental and occupational health and safety training; identifies training needs; develops courses to address needs, to facilitate accident and loss prevention, and to meet federal and State OSHA requirements; identifies which employees should receive the various training programs; obtains necessary training materials, equipment, and supplies; schedules and provides training; evaluates training; and identifies and implements modifications needed to improve training effectiveness and employee retention of safety knowledge; cooperates with fire districts to provide facilities and infrastructure for firefighter specific training (e.g., trench rescue, high angle rescue and confined space rescue) as well as the involvement of Collier County employees in the training
Functions as a first responder and/or incident commander during non-emergency hazardous materials spills and releases as required by environmental safety programs; functions as a liaison for Fire Division incident commanders and HAZMAT teams during emergency hazardous materials spills and/or releases
Conducts research regarding all environmental and occupational safety and health related regulations and standards that affect Collier County work operations and employees, including but not limited to Occupational Safety and Health Agency (OSHA), Environmental Protection Agency (EPA), Florida Department of Transportation (FDOT), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), National Institute for Occupational Safety and Health (NIOSH), the Centers for Disease Control (CDC), American Society for Testing of Materials (ASTM), Underwriters’ Laboratory (UL), National Electric Code (NEC), etc
Conducts and reviews investigations for environmental and occupational safety and health related accidents in assigned Departments; obtains and documents accident information; conducts accident review sessions with injured employees, their immediate supervisors, and respective Department Head; and counsel employees with chronic safety problems and/or high incidence of accident/injury; develops and/or identifies precautions and practices for avoiding reoccurrence; recommends corrective actions; conducts investigations of accidents, property damage and verbal complaints that may result in lawsuits against the County by citizens
Conducts pre-design, design during construction and post construction design and construction reviews to help ensure that immediately dangerous to life or health (IDLH) and imminent danger environmental safety and health hazards are removed during the design phases of new projects, removed during remodel/retrofit phases of existing constructions and/or remodels and finalized upon completion of facilities prior to employee occupancy
Attends contractor performance meetings to address environmental and occupational safety and health issues created by contractors, such as utility breaks, downed power lines, failure to protect evacuation, etc
Manages County-wide gas monitor program to monitor wastewater lift stations, manholes, chemical storage tanks or any other area suspected of being oxygen deficient or where chemicals are present; conducts routine calibration inspections, maintenance and/or change-out of gas monitors; installs calibration tanks and/or chemical sensors; follows up with facility personnel to monitor performance and provide training
Reviews and provides environmental safety and health recommendations to the Public Utilities Standards Development Committee to address specific ordinances, procedures, processes, equipment and/or location hazards to ensure consistency among all current and future projects
Schedules and conducts inspections of assigned County facilities, work sites, equipment, and construction projects to ensure compliance with applicable state and federal requirements (i.e., OSHA, Federal Department of Transportation and Environmental Protection Agency requirements) and to identify potential hazards and/or safety issues; identifies violations, risks and/or safety issues; develops and/or identifies precautions and/or corrective actions to avoid hazards and loss; and works with County employees and/or contractors to ensure implementation of safety practices, corrective actions and/or precautions; conducts internal and external maintenance of traffic (MOT) inspections for all County work crews who work within a roadway and/or right of way
Establishes, communicates and/or enforces safety policies, procedures, and standards; ensures the availability and proper working condition of personal protective and other safety equipment; ensures employees and contractors follow established safety practices and use applicable personal protective equipment and other safety gear; ensures that contractors, developers and FDOT are managing road construction projects in a manner that follows the correct regulations, adheres to Collier County’s CMAs, installs, and utilizes proper environmental health and safety (EHS) equipment and Personal Protective Equipment (PPE)
Schedules and performs follow up actions, assigns expected completion dates, and completes reports related to County-wide facilities, equipment, and work crew inspections
Develops countywide environmental and occupational safety and health and related programs, polices, procedures, Job Safety Analyses (JSAs) and CMAs
Assists Risk Management’s assigned Manager - Risk with the daily operations and management of safety coordinators; assists in the development of work plans for the safety coordinators; assists the safety coordinators in the development of programs, procedures, training programs, etc.; conducts “OSHA Authorized” training classes for division specific Safety Coordinators; evaluates Division-specific safety coordinators and provides feedback to Division Directors and Risk Management’s assigned Manager – Risk
Reviews, revises, and approves safety and health related written plans, JSAs, internal policies, procedures, training programs and other pertinent programs developed by safety coordinators
Oversees hazardous materials response/cleanup at Collier County Water and Wastewater Treatment plants and/or all other locations where hazardous materials, such as fuels are stored. Assists Risk Management’s assigned Manager - Risk with the management of the Collier County Integrated Emergency Spill Response Plan and all associated activities
Provides input to manager on annual budget needs; orders some products, services and equipment directly related to assignment
Chair safety committees for assigned Divisions/Departments; develops agendas; schedules and leads meetings; participates in the identification, distribution, and execution of assignments for the safety committee; prepares and distributes meeting minutes; and prepares reports of committee projects and accomplishments
Attends Department and/or Division staff meetings, safety committee meetings, equipment/PPE selection meetings, etc., held at office locations or in the field
Qualification
Required
Bachelor's degree in an occupational safety field is required, supplemented by an approved professional internship as required as part of an accredited educational institution's degree program
Fingerprinting required
Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805
Preferred
One (1) year of related experience preferred
May be required to obtain a valid FDOT Intermediate Maintenance of Traffic (MOT) and Intermediate Maintenance of Traffic Instructor Qualifications supplemented by a minimum of three (3) years instructing these courses
May be required to obtain a valid American Heart Association CPR/First Aid and AED Instructor Qualification supplemented by a minimum of one (1) year instructing these courses
Other licenses/certificates may be required based on area of assignment
