Responsibilities
Monitors House and Senate bills, cross-filed legislation, amendments, hearing schedules, and bill status throughout the Maryland General Assembly session
Maintains and updates the County’s legislative tracking documents, ensuring accuracy, completeness, and timely distribution of information
Reviews legislation to identify potential legal, operational, fiscal, and policy impacts to County departments and operations; flags items requiring legal review or departmental input
Coordinates with County departments to obtain impact statements, position recommendations, and background information related to pending legislation
Assists the County Attorney’s Office with organizing legislative materials, bill histories, summaries, and reference documents
Prepares concise written summaries, status updates, and briefing materials for the County Attorney, County Administrator, and Board of County Commissioners, as directed
Tracks hearing dates, testimony deadlines, amendment filings, and crossover timelines; alerts appropriate staff to time-sensitive actions
Maintains communication with external stakeholders, including the Maryland Association of Counties (MACo), State agencies, and legislative staff, as authorized
Ensures proper recordkeeping and version control for legislative documents and correspondence
Uses spreadsheets, databases, and document management systems to organize and analyze legislative information
Maintains confidentiality of sensitive legal, policy, and governmental information
Performs related work as required to support legislative monitoring and policy coordination during the legislative session
Qualification
Required
Associate's degree required; coursework in public administration, political science, legal studies, or a related field preferred
One year of experience in administrative, legislative, policy, or legal support work
Experience with legislative tracking, governmental affairs, or legal offices is desirable
Availability to work extended hours during peak legislative deadlines may be required
Knowledge of legislative processes and bill tracking at the State level
Knowledge of governmental organization and interdepartmental coordination
Knowledge of office procedures, records management, and document control
Knowledge of basic legal and policy terminology
Skill in analyzing and organizing complex written information
Skill in preparing clear, concise written summaries and updates
Skill in managing multiple deadlines in a fast-paced environment
Skill in using Microsoft Office applications, particularly Excel and Word
Ability to track and manage large volumes of detailed information accurately
Ability to identify issues requiring escalation to legal or executive leadership
Ability to communicate effectively with attorneys, administrators, and department staff
Ability to maintain discretion and confidentiality
Ability to work independently with minimal supervision during peak workload periods
