Responsibilities

Directs crews in performing routine and complex meter maintenance activities
Directs crews assigned by the supervisor to such jobs as meter installations, testing, repairs, replacement and a variety of other operations
Reads blueprints and contract maps, to accomplish maintenance project
Review new water and sewer installations after final plumbing inspection have been completed
Review Real Estates applications for correct meter size for domestic water service and fire lines
Assist engineers, utility contractors and plumbers in design, development and installation of domestic water service and fire lines
Demonstrates methods and techniques of such tasks and of general laboring and motor equipment operation activities; trains subordinate crew members in equipment operations, in trades practices, and in care and use of tools and materials
Records work assigned from work orders; job sheets and time sheets
Coordinates installation of residential and commercial meters with customers and trades people
Assists in interviewing personnel and recommends hiring
Performs on-call services on a 24-hour basis, performs computer operations and data input
This position is considered emergency essential, and, as such, the incumbent may be required to report for regular work shift during inclement weather, or when an emergency arises
Performs other duties as assigned or required

Required

High School Diploma or GED and four (4) years of related experience, or equivalent combination of education and experience
Must possess a Water Distribution System Operations (D1) and Wastewater Collections System (C2) license issued by the State of Maryland or possession of such licensure within time limits specified by the County
Valid Class C Driver's License and have the ability to obtain a MD CDL Class A or B issued by the State of Maryland with a valid DOT card if work requires

Preferred

Experience should include experience as a crew leader to include leading, monitoring, and training others
Knowledge of supervisory methods and techniques to enforcing County policies, training staff, proactively coaching employees, and documenting both positive and poor performance. This includes the ability to verbally discuss performance matters with direct reports, properly document engagement, and ensure superiors are notified of concerns
Considerable knowledge of principles, practices, methods, techniques, hazards and safety rules and regulations of laboring and motor equipment operations and activities as they relate to meter maintenance work
Considerable knowledge of the geography of the County
Knowledge of tools, equipment, materials, and supplies used in meter maintenance work
Skill in the efficient, safe use of and care for manual and power tools to oversee and train others in their use
Ability to read blueprints and contract maps
Ability to give clear understandable verbal and written instructions and directions
Ability to maintain records and complete timely, accurate reports of activities
Ability to perform heavy labor for prolonged periods of time, often under adverse weather conditions
Ability to communicate verbally and in writing, and maintain effective relationships with the public, coworkers, and supervisors in a professional manner
Ability to resolve inquiries and complaints from the public regarding meter maintenance, high usage and other matters
Ability to effectively direct the activities of laboring or motor equipment operation crews
Ability to work cooperatively with others whenever needed
