Building Permit Technician I/II
The City of Rohnert Park is seeking a highly detail-oriented, customer service-driven, and enthusiastic Permit Technician to serve as a key point of contact for the public. This role plays a vital part in guiding applicants through a clear, efficient, and seamless permitting process from initial inquiry through final approval, ensuring a positive experience at every stage.

Responsibilities
Greets and provides information to the public at the counter, by the telephone or video conferencing software, and through written correspondence in response to questions regarding any of the various development activity permits, functions, and services offered by the building division
Assists the public in completing and filing applications and related materials for various types of building permits; determines the required permit type(s) and reviews the application process with the applicant including other department/division and/or outside agency required approvals
Receives, reviews and evaluates building plans, applications, and other necessary documentation to determine completeness, accuracy and conformance with local, state and federal building codes, regulations, requirements and other established criteria
May prepare summaries of application meetings and act as liaison between staff and applicant
Processes and issues web and over the counter permit request for less complex building, electrical, plumbing and mechanical permits
Inputs application information into an automated permit tracking computerized system; enters and retrieves data; establishes and updates information; generates documents and correspondence; updates system files; reviews and maintains necessary records
Calculates fees both manually and using computerized program
Reviews and provides input on addressing issues involved with projects; issues addresses for utility structures and building suites, as necessary; revises and updates address files in permit database
May be assigned to coordinate address tracking computerized programs for purposes of locating properties during emergencies
Researches files for the purposes of processing public records act requests, plan duplication, permit history and inspection history for parcels, provides clarification, some interpretation and follow up as necessary
Assembles application materials and creates project application files for routing to other department staff for processing, including initiating referrals and performing any necessary entries into the computerized tracking system for file management
Participates in staff meetings and training to keep abreast of issues, policies, procedures, and changes in process
Drafts and maintains forms and handouts needed by customers. Makes copies and coordinates website posting
Performs other related duties as assigned
Provides training and assistance to Building Permit Technician I in dealing with more complex building permits and public inquires
Manages building permit submittals for complex projects from application submittal through closeout and issuance of certificate of occupancy. Acts as division liaison to developers, architects, engineers, contractors, other City divisions and departments
Performs advanced fee estimates and calculations, applies fee credits and manages fee deferrals
Qualification
Required
Basic building and permit practices including construction drawings and blueprints, construction types and occupancies
Applicable Federal, State, and local laws, rules, codes, regulations, ordinances, and organizational policies and procedures relevant to various applications for permits, clearances and requests for services, sufficient to answer questions and provide information to the public
Planning and/or building application types, review practices, and permit filing and approval procedures
Technical resource materials and information sources applicable to development related activity
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff
The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar
Modern equipment and communication tools used for business functions and program, project, and task coordination
Computers and software programs to conduct, compile, and/or generate documentation
Business letter writing and basic report preparation
Business arithmetic and basic statistical techniques
Record keeping principles and procedures
Possession of a valid California Driver's License by time of appointment and a satisfactory driving record
Equivalent to completion of the twelfth (12th) grade and one year of clerical support and/or customer service work in a governmental building and permits department or private construction firm involved in permit processing
Experience interviewing clients is desirable
Preferred
Two (2) years of experience equivalent to Building Permit Technician I at the City of Rohnert Park
Two years of college course work including classes in construction technology, building inspection or civil engineering is desirable
Possession of ICC Permit Technician Certificate. The City may consider other ICC certifications (i.e. building inspector, plans examiner) as equivalents
