Water Resources Recovery Facility Assistant Superintendent
The City of Lynchburg is seeking an ambitious and experienced individual for the Assistant Superintendent position of the Lynchburg Regional Water Resource Recovery Facility (WRRF). The successful candidate will assist the Superintendent with regulatory compliance, environmental and safety programs, strategic planning, and management of the facility's operating and capital budget.

Responsibilities
Monitors plant for regulatory compliance and report concerns to Superintendent. Takes appropriate action as necessary
Maintains knowledge of current regulations related to treatment processes as issued by EPA, DEQ, VDH, VOSHA, VDOT and other agencies as may be applicable
Reviews and provides feedback on proposed federal and state regulations
Participates in the City's municipal discharge permit and industrial monitoring program; participates in corrective actions, works with industries that are not meeting their pretreatment requirements
Researches all requirements of the City's Combined Sewer Overflow (CSO) permit relating to the wastewater treatment plant and monthly DMR. Provides feedback as appropriate
Participates in implementation of FOG (Fats, Oils, Grease) Program
Researches and recommends long-range training and development programs for staff continuing education and determines safety and training requirements for all work areas within the facility
Researches and develops the use of technology within the facility processes to provide optimal operations
Researching and implementing recommendations for use of new equipment processes and operations for the facility
Works with consulting engineers and various City officials in the development and implementation of major facility improvements projects
Reviewing plans and specifications involving wastewater improvements both capital and operating; and consulting with the Division, Department and City Engineering staff
Researches process improvements for facility operations and maintenance activities by developing methods for benchmarking activities
Researches and recommends modifications and improvements to increase process efficiency and/or reduce cost such as: maintaining economical balance between nutrient removal and solids production in secondary treatment system, minimizes electric utility cost by implementing programs to reduce usage and minimize demand charges, minimizes sludge disposal cost by seeking alternative regulatory compliant disposal sites and methods
Participates in developing measurable work standards for various work activities; writing and updating various facility procedures or methods. (SOPs)
Participates in developing yearly operational budget and maintains projections throughout the year based on knowledge of cost and expected use
Participates in strategic planning for the facility by developing operating cost projections for use in utility rate development; identifying capital and operating needs for the facility; developing long-range plans for maintenance and operating functions
Involved in environmental monitoring activities as appropriate
May respond to citizen concerns regarding facility issues
Participate in departmental activities relating to water treatment, distribution, and sewer and stormwater collection systems as needed
Ensures appropriate Procurement policies are followed and used during purchasing of operating and capital materials for the facility such as parts, chemicals, pumps, facility repairs, vehicles and other ongoing work
Responds to emergencies
Will be required to work any of the standard shifts or other hours, holidays and weekends as dictated by the needs of the City for proper staffing of the plant
May serve as Project Manager or Coordinator for WRRF construction or upgrade projects
May serve as Acting Superintendent in the absence of the Superintendent
May serve as Operator in responsible charge for regulatory compliance as required by VPDES Permit, Nutrient General Permit and responsible official for VLAP program and others as may apply
May meet regularly with county directors (Amherst, Bedford, Campbell) to keep them informed of operational issues related to the plant
Other duties to provide direct or indirect service to the citizens as may be assigned
When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery
Qualification
Required
Bachelor's degree from four-year college or university, with major work in civil or environmental engineering or related field and a minimum of seven years of progressively responsible experience in the operation and maintenance of water resource recovery facility; or equivalent combination of education and experience
Extensive knowledge of the applications of the theories of Wastewater Treatment processes is required
Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record based on City criteria
Possession of current Class 1 Commonwealth of Virginia Wastewater license issued by the Commonwealth of Virginia
Relevant background check must be completed and approved
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment
Preferred
Knowledge of maintenance of plant - electrical grid operations and hydraulics, lab operations, and budget preparations is desirable
