Recreation & Community Services Operations Manager (Performing & Cultural Arts)
NEOGOV is seeking a Recreation & Community Services Operations Manager to help shape the city’s cultural experiences by leading arts programs, events, and performances. This role oversees the Moonlight Stage Productions, community venues, and city staff while managing budgets, safety, and public partnerships.

Responsibilities
Plans, organizes, controls, integrates, and evaluates the work of the Recreation & Community Services Department’s Divisions; manages and directs the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve the division’s annual goals, objectives, and work standards; works with division supervisors to develop, implement, and monitor short and long-term plans, goals, and objectives focused on achieving the department's mission and assigned priorities; participates in the development and monitoring of the division’s annual operating budget; participates in the selection of staff; plans and evaluates staff performance; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; provides technical guidance and assistance to division staff; and takes disciplinary action to address performance deficiencies in accordance with the City’s personnel rules, policies, and labor contract provisions; participates in the development, implementation and administration of comprehensive programs, policies, guidelines, and procedures related to the City’s recreation and community services operations, systems and facilities; ensures the division’s programs and activities are in compliance with relevant laws, regulations, and rules; ensures the City’s and department’s safety program and goals are implemented and carried out; develops and implements safety requirements to be carried out in the division; and serves as liaison to advisory boards
Specific to Cultural Arts Division; Plans and organizes Moonlight Stage Productions’ programming including concerts and community events; manages and oversees the supervision of the artistic aspects of theatrical productions and cultural activities of the Moonlight Amphitheatre; assists in various fund-raising activities and events for Moonlight Cultural Foundation; coordinates with Moonlight Cultural Foundation on Moonlight Stage Productions’ marketing strategies; supervises and manages business and management aspects of theatrical productions and cultural activities of Moonlight Stage Productions; oversees the supervision of Vistix ticket services; liaison to the Public Arts Commission and public art programs; supervises facility usage including rentals for Moonlight Amphitheatre and AVO Playhouse
Qualification
Required
Any combination of training, education and experience which demonstrates an ability to perform the duties of the position
A typical combination is a Bachelor's degree in public or business administration, or a closely related field
At least six years of progressively responsible experience in the operation of recreation and community services programming and facilities, at least three of which in a management capacity
Principles, practices and techniques involved in the operation of recreation and community services programs and facilities
Federal, State, and local laws, regulations and court decisions applicable to assigned areas of responsibility
Principles and practices of budgeting, purchasing, and maintenance of public records
Research methods and analysis techniques
Principles and practices of effective management and supervision
City personnel policies and labor contract provisions
Principles and practices of sound business communications
Safe work practices and safety equipment related to the work
Computer applications used in the course of work
Operating standard office equipment
Analyze and make sound recommendations on complex management and administrative issues
Understand, interpret, explain, and apply City policy and procedures governing assigned areas of responsibility
Present proposals and recommendations clearly and logically in public meetings
Represent the City effectively in negotiations
Develop and implement appropriate procedures and controls
Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials
Exercise independent judgment within general policy guidelines
Perform mathematical computations and use mathematical reasoning
Read and interpret complex data, information, and documents
Establish and maintain effective working relationships with all levels of City management, other governmental officials, contractors, vendors, employees, and the public
Exercise tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations
