Responsibilities
Manages the City's cash and securities portfolio and invests the City's funds in a systematic manner
Maintains continuous contact with the market and executes buy and sell orders
Interacts with and interviews brokers/dealers
Coordinates the development of cash flow models and construction draw down schedules used to formulate investment strategies and to execute investment trades
Performs cash flow analyses to determine daily, monthly, quarterly, and annual cash receipts and expenditures, and designs investment strategies accordingly
Prepares quarterly portfolio reports describing the status of the City's investments with regard to portfolio value, structure, yields, earnings, and maturities
Prepares various investment and operating data reports
Updates the City's Investment Policy annually as required by the Texas Public Funds Investment Act
Prepares Request for Qualifications for the selection of broker/dealers
Evaluates, designs and participates in the structuring of financial models and forecasts used to invest funds
Acts as a resource to and liaison between the Finance Department and various departments within COSA as well as external contacts
Performs related duties and fulfills responsibilities as required
Qualification
Required
Bachelor's Degree from an accredited college or university with preferable coursework in Math, Finance, Economics, Business Administration or other related field
Three (3) years of experience in Finance
Preferred
Experience with quantitative analytical and modeling skills
