Senior Telecommunications Technician

Responsibilities
Serve as lead technician and subject matter expert for all enterprise telecommunications systems and services
Schedule, assign, and coordinate work for Telecommunications Technicians; manage, track, review, monitor, and report on service tickets, installations, and projects
Design, install, configure, test, monitor, troubleshoot, and maintain VoIP, PBX, SIP, voicemail, call recording, IVR, faxing, and unified communications platforms
Perform advanced troubleshooting and root-cause analysis of complex telecommunications and network-related issues across multiple facilities
Monitor system performance, capacity, and reliability; implement corrective and preventive actions
Lead and coordinate telecommunications projects, including system upgrades, migrations, expansions, and new deployments
Maintain and support structured cabling systems (copper and fiber), telecommunications closets, patch panels, and labeling standards
Configure and support telecom-related network components such as switches, gateways, SBCs, microwave systems, QoS policies, and routing in coordination with other IT teams
Install, manage, maintain, monitor, service, troubleshoot, and repair telecommunication systems
Manage telecom hardware and software lifecycles, including inventory, asset tracking, firmware/software updates, and vendor support contracts
Ensure redundancy, failover, and disaster recovery capabilities for critical communication systems
Serve as primary technical liaison with telecommunications vendors, carriers, ISPs, and service providers
Oversee vendor designs, plans, installations, upgrades, repairs, and service resolution; hold vendors accountable to SLAs
Evaluate telecommunications solutions, products, and services; make recommendations to IT leadership
Lead and or assist with project planning, budget and procurement, cost estimates, and implementation schedules
Implement and maintain telecommunications security controls and system hardening
Ensure compliance with County policies, cybersecurity standards, regulatory requirements, and public safety mandates
Maintain accurate documentation, including metrics and KPIs, system diagrams, processes, workflows, configurations, inventories, SOPs, and standards
Conduct and participate in audits, risk assessments, and incident response activities related to telecommunications systems
Serve as an escalation point for the IT Service Desk and Technical Support Services Team
Mentor, train, and provide technical guidance and awareness to telecommunications and IT staff
Work closely with network, systems, cybersecurity, facilities, public safety and emergency services, and vendors to resolve issues and deliver solutions
Provide after-hours, on-call, and emergency support as required
Qualification
Required
Bachelor's degree in Telecommunications Technology (IT), Management Information System (MIS), Electronics Technology, or Computer Networking supplemented by a minimum of five (5) to eight (8) years of progressively responsible experience leading and managing large-scale and complex fiber initiatives, supporting enterprise telecommunications systems, vendor management, and maintaining strong stakeholder relationships or an equivalent combination of education and experience
Minimum of three (3) years of team leadership experience, including staff supervision and performance management
Experience with enterprise VoIP and unified communications platforms (e.g., Cisco, Avaya, Mitel, Yealink, Microsoft Teams Voice, Polycom)
Industry certifications such as CCNA/CCNP (Collaboration or Enterprise), BICSI, FOA Fiber Optic Technician, or equivalent
Experience in public sector, public safety, or large enterprise environments
Valid driver's license
Advanced knowledge of VoIP, PBX, SIP, unified communications, and call center platforms
Strong understanding of LAN/WAN networking, VLANs, QoS, IP telephony, and microwave transport systems
Knowledge of structured cabling standards and fiber-optic infrastructure
Familiarity with E911, public safety communications, and regulatory requirements
Understanding of cybersecurity principles as applied to telecommunications systems
Expert-level troubleshooting and analytical skills
Technical leadership, mentoring, and project coordination skills
Strong documentation, communication, and customer service skills
Vendor coordination and contract oversight skills
Ability to manage multiple priorities and complex projects
Work independently with minimal supervision and exercise sound technical judgment
Interpret technical diagrams, schematics, and engineering documents
Communicate complex technical concepts to technical and non-technical stakeholders
Respond effectively during outages, emergencies, and high-pressure situations
