PROGRAM ANALYST (SYSTEMS PROGRAM MANAGER)

Responsibilities

You will serve as the Headquarters' point of contact on matters related to multiple NAVFAC and PWBL programs regarding functional operation, use of, and management of MAXIMO and BUILDER
You will coordinate within NAVFAC and externally, as authorized, to develop, implement, and field system changes
You will manage the MAXIMO Change Control Process, chairing the MAXIMO Change Control Board to review and approve changes in accordance with Department of the Navy (DoN) and NAVFAC policies
You will provide regular program review briefings and updates to senior leadership, providing timely and accurate responses on Program status

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to obtain and maintain a current valid United States driver's license
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You must be able to travel on military and commercial aircraft for extended periods of time
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA)
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Utilizing the computerized maintenance management system MAXIMO to log work requirements, perform complex data extractions, and manage systems integration to support business objectives; 2) Analyzing and evaluating facility, asset, work, and inventory management operations within the MAXIMO system and participating in the development and implementation of functional requirements for system changes; and 3) Troubleshooting MAXIMO system issues, leading user groups, and effectively discussing all aspects of the MAXIMO system
