Responsibilities

Conduct inspections of retail outlets to determine compliance with state and federal laws governing labeling, advertising, and sales of tobacco products
Serve as a primary contact with the U.S. Food and Drug Administration (FDA) on all contract related issues
Manage field enforcement of the FDA regulations prohibiting tobacco sales to minors
Carry out inspections of retail outlets throughout the State using FDA Commissioned Officers and underaged volunteers in controlled, observed undercover buy operations

Required

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States
Knowledge of: Research methods and techniques; report writing, problem solving methods and techniques
Ability to: Learn the principles, concepts, work processes, and reference material fundamental to the work to be performed, and the goals, objectives, philosophy, policies, procedures, rules and regulations pertinent to the program; successfully complete assignments selected to develop the employee for higher level work; and establish and maintain effective working relationships with others
Education: A bachelor's degree from an accredited four-year college or university
Level I: No experience required
Level II: Six (6) months of progressively responsible professional work experience which required a high degree of analytical skill. Such experience MUST have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action. Such experience must have also demonstrated the ability to elicit information orally and in writing; read, comprehend, interpret and evaluate technical subjects, analyses or proposals; and apply problem-solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and prepare clear and concise written reports and recommendations for action
