Deputy Assistant Secretary of War for Environmental Management and Restoration

Responsibilities
Conducts coordination and liaison with the Comptroller, other Office of the Secretary of War (OSW) staffs, the DoW Component staffs and Office of Management and Budget (OMB) on matters related to programming, budgeting, executing and accounting for environmental programs and resources
Manages DoW's program to identify and address emerging contaminants in order to protect human health while maintaining operational capabilities
Engages with the DoW Components and other OSW offices to minimize future environmental liabilities
Serves as the Department of War Federal Preservation Officer in accordance with the National Historic Preservation Act. Represents the Secretary of War on the President's Advisory Council on Historic Preservation
Provides management oversight of the Armed Forces Pest Management Board (AFPMB)
Represents the ASW(EI&E) to members of Congress and a wide variety of officials from Congressional Committees, State and local Governments, other Federal agencies, and the private sector
Maintains internal management controls (IMC) to meet the requirements of the OMB Circular No. A-123 and the Federal Manager's Financial Integrity Act
Establishes, oversees and reports the President's Budget Performance metrics for programs under the oversight of the DASW(EM&R), providing regular updates to the USW(A&S) and ASW(EI&E)

All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES

In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)

Demonstrated technical and managerial expertise implementing and overseeing execution of a wide range of agency environmental programs and large federal budgets (in the range of hundreds of millions of dollars or more), both on federal property/installations as well as off-property/installation in support of agency missions
Demonstrated proficiency translating broad national objectives, Executive Orders, and laws into specific programmatic guidance and performance objectives for environmental programs, often in collaboration with a wide range of Federal, state, tribal, and environmental non-governmental organization stakeholders
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
