This role involves planning, coordinating, and supervising the construction, operation, and maintenance of water system facilities, as well as providing technical staff assistance and ensuring compliance with safety and operational standards.

Responsibilities

Evaluate methods used by assigned staff to ensure safety, including utilizing proper guards, protective devices and proper equipment are used as applicable
Ensure staff utilize proper PPE while performing work in and around utility facilities, and equipment
Ensure staff utilize the asset management system to track time and materials
Select, supervise, train and evaluate subordinates
Participates in the development and implementation of Standard Operating Procedures (SOP's) to ensure safe work practices and guidelines for various safety programs; takes a key role in the development and creation of operations/maintenance SOP's and monitors compliance
Assist in budget preparation and administration
Oversee the maintenance of water facilities including but not limited to mechanical, electrical and instrumentation
Oversee the work of various staff in the maintenance, testing, repair, construction and installation of water production, distribution, chlorination, and treatment equipment such as rotating mechanical equipment, wells, pumps and related piping, motors, electrical systems, various structures and facilities, chlorine generation systems, compressors, electrical generators, variable frequency drives, automated valves and actuators, and all other auxiliary equipment and related activities
Oversee the deployment, maintenance, upkeep and security of the Water Division's SCADA system and its components, including: SCADA software and hardware, communication systems, PLC/RTUs and various sensing equipment
Ensure that the logic and controls developed by the Chief Water Operator, Water Quality Manager and Water Operations Manager are incorporated into the SCADA system
Ensure that all access to the SCADA system and its components complies with the City of Riverside's Security Policies
Coordinate with the Department One SCADA team
Participate in development and implementation of functional requirements, specifications, purchase and commissioning of highly complex computer-based systems for monitoring and control of water and/or electric facilities
Direct and participate in development and implementation of all data-base modifications in computer directed control systems for station equipment additions, modifications and/or deletions for current system operation
Supervise, train and evaluate personnel in the operation and maintenance of the SCADA system
Supervise computer maintenance staff for solid-state electronic computer and peripheral device support
Assist in analysis and remedy of major equipment failures, station service interruptions, and safety problems
Interface on a regular basis with engineering and operations divisions of the water system to assist in the development and implementation of goals, objectives, policies and priorities
Schedule equipment and facility preventative maintenance and/or new equipment installation
Develop and implement safety and training programs for computer systems operating policies and procedures

Required

High School graduation or satisfactory equivalent (GED)
Five (5) years of experience with an emphasis in programming, operation and maintenance of computer systems, supervisory control, data acquisition, and communication systems, or five years of experience in the maintenance of municipal water system facilities, including one (1) year of lead or supervisory experience
Possession of an appropriate, valid Class 'C' California Motor Vehicle Operator's License
Possession of a Grade D3 Water Distribution Operator Certificate
Possession of a Grade T2 Water Treatment Operator Certificate issued by the California Division of Drinking Water
Required to obtain 40 Hour Hazwoper Certification within 1 year of employment

Preferred

Supervisory experience in municipal water operations, including mechanical, electrical, and/or instrumentation systems
Experience participating in or supporting preventive maintenance programs and operations and maintenance activities, including new equipment installations, startup, and commissioning for major water facilities
Experience managing, supporting, or overseeing water system maintenance and/or automated control systems, including rotating equipment, pumps, electrical systems, instrumentation, and related process equipment
Knowledge of or exposure to SCADA and/or control systems, including familiarity with PLCs, RTUs, communications networks, and cybersecurity practices for critical infrastructure

Benefits

Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check: Management and Professional Units: $150/month; Senior Management Unit: $175/month.
