Responsibilities

Developing procurement solicitations including contract specifications, performance and acceptance standards, payment terms, and contract management elements
Reviewing and analyzing purchase requisitions and other requests and determining the most appropriate procurement methods to use
Developing contract modifications and contract renewals
Determining the basis for award and applying evaluation criteria in accordance with State rules and regulations
Scheduling, participating in, and conducting discussions and contract negotiations with bidders and offerors
Evaluating and making decisions on Minority Business, Veteran-owned Small Business, Small Business Reserve and Small Business Preference matters and coordinating with the Office of Fair Practices

Required

A Bachelor's degree from an accredited college or university
Two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions
One (1) year of the required experience must include the professional level of contract management and/or procurement work within federal, state, or local government
Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland
Employees will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Port Administration facilities
