Senior Environmental Planning and Compliance Analyst-Compliance Services
NEOGOV is seeking a Senior Environmental Planning and Compliance Analyst to join the City of Durham. The role involves overseeing water quality compliance, conducting laboratory analyses, and managing projects related to environmental standards and regulations.

Responsibilities
Conducting laboratory analyses in accordance with applicable federal, state, and other regulations, policies, and procedures
Supervising and training professional and paraprofessional lab staff performing analytical testing
Reviewing data, records, files, and other documentation for accuracy, completeness, and quality control
Managing the quality assurance program to ensure the laboratory maintains compliance with state certification programs
Overseeing and directing corrective actions, analytical troubleshooting, or any improvements to laboratory processes
As assigned, work may include: assisting with preparation and administering of budgets; managing special projects; developing, analyzing and producing reports and recommendations; communicating and presenting information to external customers and management
Performs complex data analyses and statistical calculations; develops complex, high-visibility plans; participates in the evaluation and development of ordinances and operational procedures; and ensures compliance with applicable codes, regulations, policies, and procedures
Serves as a project manager or quality assurance officer to facilitate special study, project, and/or program operations; prepares and manages schedules and budgets; designs study concepts; and performs quality assurance activities
Coordinates the RFP and competitive bid process for related professional services; forecasts needs; develops contracts; coordinates formal bid processes including advertising and evaluating RFPs, awarding and approving bids, processing payments, and performing contract administration and closeout duties
Coordinates the preparation of, reviews, and/or prepares complex technical and general reports, plans, contracts, grants, proposals, memos, agendas, presentations, educational and promotional materials, and other documents; analyzes data using statistical tools; reports results; develops and makes recommendations; and reviews work and the work of others to ensure accuracy, completeness and compliance with applicable regulations, policies, and procedures
Collaborates with regional, state, and federal partners and agencies and City departments; attends meetings and provides subject matter expertise; provides public education and outreach; and responds to and investigates complaints and concerns
As assigned, an incumbent may serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff, to include conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures
Qualification
Required
Bachelor's degree in environmental science, natural resources, hydrology, or a related field
Five years of broad professional or technical experience related laboratory/water resources
Candidates must be able and accessible to work during severe weather/emergency conditions
