Tuberculosis Elimination Program Manager
The Texas Department of State Health Services is committed to public health and is seeking a Tuberculosis Elimination Program Manager. This role involves directing and overseeing the regional TB Control Program, managing daily operations, and ensuring compliance with public health standards while collaborating with various stakeholders.

Responsibilities
Supervises, prioritizes, and coordinates the activities of TB Program personnel to ensure efficient and effective program operations
Develops and maintains position descriptions and leads recruitment, interviewing, and selection processes
Oversees staffing and training to ensure employees meet established expectations and requirements
Manages program operations to ensure adherence to CDC guidelines, DSHS TB standards, and all applicable program requirements
Evaluates employee performance and develops, implements, and refines methods for assessing the effectiveness of program functions and service delivery
Develops and implements performance improvement and professional development plans for employees as needed, and establishes additional performance standards when required
Devises program improvement plans and ensures their effective implementation through monitoring and evaluation of outcomes
Maintains comprehensive documentation for all program activities and TB care requirements
Meets regularly with staff and oversees client care leads to ensure high-quality case management and continuity of services
Leads regional TB program planning, development, and implementation efforts
Keeps regional executive leadership informed of program status, emerging issues, and key updates, and provides recommendations and feedback as needed
Participates in regional committees and multidisciplinary teams, fostering collaboration and teamwork
Interacts with state, local and regional governmental and non-governmental entities and health care providers using tact and diplomacy to ensure the goals of the TB Program and Public Health Region are met
Analyzes disease data, reports on trends, identifies problems, and formulates plans to utilize local, state, and federal resources to control outbreaks and reduce disease incidence
Prepares and submits technical reports and narratives reflecting disease trends, surveillance activities, containment activities, case management, quality assurance, and community partnerships
Develops and/or advises on strategic plans as well as long- and short-term goals
Utilizes data management systems (NEDSS, CMIS, other) to monitor program objectives
Ensures Region 6/5 South program and staff meet or exceed CDC and DSHS performance standards
Participates as member of the Region 6/5 South Communicable Disease Team and supports other communicable disease programs in regional disease prevention initiatives as directed
Uses initiative and sound judgment to ensure the program operates within established budgetary limits
Oversees the preparation of budget requests and establishes, monitors, and directs program expenditures
Anticipates program needs, develops financial projections, monitors account balances, and makes timely budgetary adjustments to maximize the effective use of fiscal resources
Oversees purchasing processes to support programmatic needs, including the procurement of supplies and equipment in accordance with budgetary allocations and agency purchasing policies
Prepares and reviews expenditure reports and ensures accuracy and compliance with fiscal requirements
Attends budget meetings and responds promptly to requests for financial information
Maintains effective working relationships with internal and external partners, including Central Office staff, to support budget management and coordination
Utilizes relevant computer software to track budgets, expenditures, and projections
Provides required fiscal and programmatic information to support grant applications and ensures the completion and maintenance of grant-related documentation in accordance with funding requirements
Oversee the coordination of TB care, including community collaboration
Develops local health department partnerships to address TB related activities
Acts as a subject matter expert and leads program actions to provide consultative services or technical assistance throughout the Public Health Region
Leads consultations with regional staff, physicians, nurses, private health care providers, local health departments, community health clinics, school and children health facilities, central office staff and all other public and private stakeholders, to accomplish program goals and objectives
Works with TB Nurse Consultant to provide Nurse Case Management expertise
Conducts education and information sharing related to TB prevention and elimination
Coordinates regional/local resources for TB client services
Negotiates and monitors contracts for necessary services
Identifies and develops local partnerships to ensure availability and accessibility of TB services to all communities of the region
Conducts training needs assessment of all TB staff and identifies professional development opportunities
Oversees training (e.g., continuing education/continuing medical education approved) of health professionals and development of applicable education and training opportunities in collaboration with other stakeholders
Conducts appropriate training
Ensures that healthcare providers are informed of current medical/epidemiological information as well as state/regional policies and recommendations
Reviews/distributes current TB literature
Completes special projects as assigned
Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation
May be required to work an alternate shift pattern assignment and/or location to respond to public health emergencies
Qualification
Required
Must be Registered Nurse in Texas or registered in a state that recognizes reciprocity through the Nurse Licensure Compact
Valid Texas Driver's License
Bachelor of science in nursing (BSN) degree from an accredited college or university required
Experience working in the field of TB required
Experience supervising or providing direct management to public health staff required
Preferred
Master's degree from an accredited college or university with major course work in a field relevant to public health (preferred)
