Responsibilities
Serves as the Court IT Administrator role within the Information Technology support structure. Advises Court administration staff on technology initiatives that strengthen judicial services. Provides hands-on training and technical support to judges, clerks, attorneys, and tribal members accessing court services
Partners with the Tribe’s Information Security team to maintain cybersecurity protections, ensuring compliance with tribal, state, and federal guidelines (CJIS, HIPAA, PHI etc.). Monitors compliance with applicable tribal codes, federal guidelines, and intergovernmental agreements affecting technology use
Manages and maintains court-specific technology including Case Management Systems (CMS), Electronic Filing Systems (EFS), and Digital Records Management Systems
Administers and manages the technology of the Court including support, upgrades and patching per information technology guidelines. Oversees planning, design, implementation, and ongoing support of Court IT systems and applications in partnership with the Information Technology Department
Supports courtroom technology such as digital evidence presentation, audio/visual systems, video conferencing, and virtual hearings. Collaborates with IT, law enforcement, attorneys, litigants, and external justice partners to ensure interoperability of systems
Oversees the Court IT continuity plans to ensure uninterrupted judicial operations
Delivers user-friendly guides, workshops, and communication to enhance adoption of court technologies. Provides guidance to the Court staff, contractors, and service partners supporting court technology needs
Diagnoses, analyzes, and anticipates technical/performance issues before they become a problem/incident to ensure the operational uptime of the business services. Identifies network problems affecting users and work with appropriate tiers or IT segments to quickly restore optimum service. Researches alternate approaches to existing software and hardware when standardized approaches may not apply
Tests software and hardware, including new peripherals that will aid user in performing work. Troubleshoots to resolve any issues with existing equipment and new software programs
Provides complex technical support. Responds to incoming support desk phone calls, tickets and emails from end-users to diagnose and resolve hardware, software, network, audio/video and telephony issues in a considerate, expeditious and courteous manner
Escalates unresolved issues to next tier support teams (IT segments), in adherence to approved policies, procedures and timeframes while meeting all service level agreement mandates
Documents client interactions, including details of inquiries, complaints, comments, and actions taken using standardized incident management and request fulfillment processes
Ensures high level of service and accountability in the process of resolving requests, supporting daily operations and meeting customer needs. Fosters a service-oriented culture that supports tribal sovereignty and access to the Court
Lead or participate in cross functional project teams (e.g., CMS upgrades, courtroom AV refresh, e-filing rollout). Assists with configuring and deploying new client systems to users to accommodate new purchases and system failures
Ensures Court IT systems meet tribal sovereignty, confidentiality, chain-of-custody, judicial data security standards, and data governance requirements. Performs file and folder security management duties, as needed within established policy guidelines
Contributes to multi year IT roadmaps that align with tribal sovereignty goals and judicial priorities
Establishes project charters, timelines, and KPIs; manage stakeholders through regular status reports. Provides data analytics and metrics (e.g., system uptime, user satisfaction, case processing times) to Court leadership
Develops, tracks, and reports on an annual IT budget specific to Court operations. Forecasts hardware/software refresh cycles and lifecycle costs
Maintains familiarity with all products and services offered within IT and Government
Assists with Problem Management to capture all provided details, work towards a root cause analysis for review, and provide communication to end users and business
Participates in team on-call rotation, and must be available for emergency support responsibilities 24/7
Adheres to established support and escalation procedures and maintains in-depth incident and resolution documentation
Attends and participates in staff meetings and other activities and events as requested
Adheres to all Tribe of Florida’s policies and procedures
Performs additional related duties, as required
Qualification
Required
Background working in court systems, supporting audio/video components, court applications, understanding of processes and compliances, creation of documentation, etc
Good customer service attitude to provide desk side services to court leadership and staff
Bachelor's Degree in Information Technology, Computer Science, Management Information Systems, or a related field is required
Minimum of five (5) years of progressively responsible IT roles, with at least two (2) years managing court or justice related systems is required
Possession of a valid FL Driver's License is required
Demonstrate excellent organizational and interpersonal skills
Demonstrate excellent written and verbal communication skills
Ability to travel to all Reservations and work a flexible work schedule including evenings, weekends and holidays
Advanced knowledge of MS client operating systems, including G OS, and Windows 7, 10 and 11
Advanced knowledge of ServiceNow, M S, Adobe, Cisco Webex technologies
Advanced knowledge of ITIL, CJIS, HIPAA, PHI and other judicial/government compliance frameworks
Thorough understanding of network and operating system security, firewalls, anti-malware, and provisioning resource access
Basic knowledge of network topologies and operations
Demonstrated experience with case management systems, electronic filing, and courtroom technology including audio/video
Demonstrates experience administering core ServiceNow technologies
Demonstrates experience supporting line of business applications across a client-server topology
Demonstrate analytical skills to identify problems, analyze the cause and propose or undertake resolution actions
Demonstrate strong organizational and time management skills
Demonstrate excellent customer service skills, and the ability to adjust technical communication level to suit users' needs
Demonstrate strong administration, project management, and problem-solving skills
Demonstrate high levels of motivation, initiative and responsibility
Demonstrate commitment to protecting confidentiality, tribal sovereignty, and cultural values
Ability to work under strict deadlines, as well as multi-task and prioritize multiple projects
Ability to troubleshoot and diagnose unfamiliar issues
Ability to analyze technical problems and provide logical and effective solutions
Ability to read, interpret and apply technical information from resource manuals and peer guidance
Ability to communicate effectively with Court staff, attorneys, and community members
Ability to serve the Florida community and fellow employees with honesty and integrity
Ability to establish and maintain effective working relationships with the co-workers, the general public, Court leadership, and elected/appointed officials
Preferred
Master's Degree in IT Management, Public Administration, or equivalent experience preferred
Demonstrated understanding of Court operations, judicial procedures, legal records management, and experience with cloud migrations preferred
