Engineering Manager - Water Distribution
NEOGOV is seeking an Engineering Manager to oversee the management and implementation of the Department of Public Utilities’ drinking water distribution capital infrastructure projects. The role involves managing program managers, ensuring compliance with regulations, and improving team performance while delivering critical drinking water services to the community.

Responsibilities
Plans, organizes, directs, and manages the programmatic, administrative, and operational activities within designated area of responsibility to ensure achievement of departmental goals and objectives. Monitors and evaluates work in progress for compliance with applicable rules, regulations and standards, policies and procedures, project timelines, and budgets. As assigned, conducts research and reviews the Federal Register to determine impact of new or proposed legislation on department programs or projects
Supports and communicates progress to the ELT. Coordinates design documents through the City review process; performs inspections and audits operations; reviews, develops, and implements test/master plans. Reviews procurement documents, contracts, permits, purchase agreements, and other documentation developed by the project team. Maintains and ensures integrity of all applicable data
Selects, trains, motivates, and evaluates supervisory, engineering, and support personnel. Provides or coordinates staff training; works with employees to correct deficiencies and conducts performance evaluations; implements discipline and termination procedures. Attends and leads staff meetings, as needed
Represents the department, division, or assigned area of responsibility with organizations, local communities, special interest groups, businesses, customers, and the general public using principles of good customer service. Negotiates and resolves sensitive and controversial issues. Attends public hearings and makes presentations
Oversees and participates in the development and administration of the department/division budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies. Monitors and approves expenditures; and implements adjustments
Manages oversight of consultants for design work; reviews proposals to ensure design drawing and detailed specifications are prepared according to project requirements
Qualification
Required
Bachelor's Degree in engineering
Six years of professional engineering experience
Two years of supervisory experience
A valid VA Professional Engineering license or ability and commitment to obtain a professional engineering license within 1 year of employment
A valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
Preferred
Envision SP certification
A civil, environmental, mechanical, or electrical engineering degree
Planning, design, and construction management experience for water distribution capital improvement projects
Water distribution modeling expertise
Lead and Copper Rule Improvements compliance experience
Cross connection control experience
Development experience
