Chief Information Officer

Alameda County is entering a new era of digital government, seeking a Chief Information Officer (CIO) to lead its Information Technology Department. The CIO will provide strategic leadership and governance for countywide technology services, directing initiatives in cybersecurity, data governance, and digital transformation to enhance service delivery and operational excellence.

Responsibilities

Directs the development and execution of enterprise technology strategies, roadmaps, and governance frameworks
Ensures compliance with all federal, state, and local technology regulations
Advises the Board, County Administrator, and executive leadership on technology vision, investments, and risk
Leads countywide IT operations, including cybersecurity, network services, cloud and infrastructure, application development, and emerging technologies
Oversee a 24/7 data center ensuring reliable, uninterrupted service delivery
Guides enterprise adoption of AI, automation, analytics, and digital platforms
Manages an innovation portfolio balancing short-, mid-, and long-term investments
Champions digital service redesign to improve constituent experience
Establishes enterprise cybersecurity policy, standards, and response capabilities
Oversees data stewardship, ensuring data quality, accessibility, and responsible use
Builds strong partnerships with department heads and external public agencies
Serves as the County’s principal technology advisor, representing ITD in strategic discussions and public forums
Prepares and manages the ITD budget, aligning investments with enterprise goals
Oversees technology procurement, software, and technology services
Ensures return on investment (ROI) and fiscal responsibility across all major projects
Builds, mentors, and maintains a high-performing, diverse IT organization
Leads workforce modernization, skill development, and organizational excellence initiatives

Required

Experience managing large, multifaceted technology organizations with diverse stakeholders
Ability to articulate a compelling technology vision aligned with public service values
Commitment to equity, accessibility, and community-centered digital service delivery
Track record implementing enterprise innovation models and digital modernization at scale
Ability to design and measure constituent experience improvements
Experience leading enterprise AI initiatives with ethical governance
Knowledge of cybersecurity modernization and data stewardship best practices
Expertise supporting mission-critical operations in a 24/7 environment
Strong financial management capabilities, including long-range planning and portfolio management
Success developing high-performing, multidisciplinary teams
Ability to champion a culture of continuous learning, innovation, and service excellence
Three (3) years of full-time experience as an Assistant CIO or Chief Technology Officer in the County or ten (10) years of increasingly responsible IT experience, including executive-level management of people and complex systems, leadership of enterprise infrastructure projects, experience with budgets, funding sources, and strategic planning
