Program Sr Manager (TS/SCI with Poly Required)

Responsibilities
Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation
Responsible for profitability and revenue growth of assigned program(s)
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits
Performs business development activities at all stages, including the preparation and review of technical and cost proposals
Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement
Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances
Develops, reviews, and approves plans, schedules, consulting agreements and other program documents
Prepares and provides various reports and technical reviews to senior management as requested
Ensures compliance with relevant corporate and government policies and standards
Manage the expenditure of program costs and labor hours to meet the negotiated contract values
Lead the management of the customer relationship amongst customer contracting officers and customer task area points of contact – maintaining regular communication cycles
Manage cost, schedule, and quality of the delivered services
Manage the personnel resources of the program contract, including subcontractors
Participate in staffing process to identify new candidates to replace existing personnel and or to meet growth opportunities
In coordination with Recruiting/Staffing, source, identify, interview and select candidates to meet requirements
Prepare and deliver program Monthly Contract Status Reports (MCSRs)
Manage a capable, cohesive team fluent in advanced analytic methodologies and conveying complex ideas to stakeholders
Collaborate with customer and specific mission-related teams in support of new requirements
Consistently assess operations to identify gaps in productivity and opportunities for improvement
Streamline processes to increase efficiency, effectiveness, and timeliness
Develop and maintain SOPs, management plans and reports, and coordinate project schedule with technical leads and stakeholders
Plan, direct and schedule the timely and successful completion of work as outlined by the customer
Primary POC to the customer for all work underway or planned
Responsible for the monthly reporting, both financial and programmatic reporting
Maintaining and utilizing any required databases and spreadsheet, i.e. SharePoint, Excel
Responsible for Government property accountability
Managing performance issues
Identify and recruit necessary personnel to fulfill contract requirements, managing the staffing life-cycle
Ensure continuity and uninterrupted support to the customer mission
Located in the same building as the bulk of contractor personnel
Perform student evaluations via rubric format and adhere to sponsor evaluation standards and policies
Have the ability to backfill for any contractor or staff as necessary to continue the mission in cases of illness, personnel deficiency, customer absence
Manage course administration, documentation and resource allocation
Oversee program security responsibilities as defined by the sponsor and GCI security
Act as facilities liaison with GCI corporate teams to include site management, logistics and IT management
Travel - all mission away trips require personnel supervision and mission coordination
Qualification
Required
Bachelor of Science degree
At least three years total experience as a program/project manager on projects
Demonstrated experience successfully managing disparately located personnel
Demonstrated experience managing programs
Demonstrated experience managing cost, schedule, and budget of contract against mission requirements and priorities
Experience interacting with customer stakeholders, COTRs, and contract officers
Excellent time management, negotiation, and customer service skills
PMP Certification
Bachelor's degree from an accredited college or university or 8 years program management experience
Minimum 8 years of experience managing contractor workforce
Instructional design experience including curriculum and course material development. Design a logical flow of technological skills and pillars
A candidate must be a US Citizen and requires an active/current TS/SCI with Polygraph clearance
Preferred
Prior experience with property management and procurement
Experience with purchase orders, vendor quote requests, billing, and expense reports
Customer certified trainer
