NEOGOV is part of the County of Riverside's Information Technology Department, and they are seeking an IT Communications Analyst I. The selected candidate will be responsible for designing and analyzing communication requirements, monitoring network components, and providing training and technical support to users while ensuring adherence to technology and security standards.

Responsibilities

Design, analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology, and cost/benefit analysis
Monitor, coordinate, and control network and remote access; monitor network components, on-line applications, and network connectivity; track and analyze problems and resolutions
Develop and maintain communication system security and firewall requirements based on County standards and department needs
Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology
Measure network resource availability, performance, and capacity on a scheduled basis
Develop strategic plans for operation and growth of the telecommunication system
Troubleshoot system failures, performance deficiencies, and circuit and wiring issues
Install, configure, and maintain network hubs, switches, and routers
Research, evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development
Coordinate communication interfaces with federal, state, and local agencies and vendors
Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis

Required

Associate of Arts Degree, from an accredited college or university, preferably with course work in computer science, computer information systems, data processing or information management
One year of IT job-related experience, preferably with the County of Riverside
Proven expertise and knowledge specifying, configuring and troubleshooting physical and virtual servers, storage area networks, backup and recovery systems, local and wide area network equipment
Experience working in a large enterprise IT environment within the last three years troubleshooting system failures, performance deficiencies and circuit and wiring issues
Installing, configuring and maintaining network hubs, switches and routers
Understanding how to successfully navigate and deliver results for customers with competing agendas, processes and/or priorities
Understanding team dynamics and possessing strong communication and organizational skills
Gathering and analyzing data, reasoning logically, drawing valid conclusions, and making appropriate recommendations
Resolving technical problems and innovating more efficient use of IT resources
Performing systems analysis work and problem solving
Interpreting and following written and oral instructions
Preparing concise reports and documents
Establishing and maintaining effective working relationships with staff, customers, other employees, and the public
Communicating effectively with people at all organizational levels

Benefits

MEDICAL/DENTAL/VISION INSURANCE: A choice of different medical, dental and visions plan are available to elect. The County provides a Flexible Benefit Credit contribution as governed by the applicable SEIU Memorandum of Understanding to contribute towards the cost of these plans.
MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual): 0 < 3 year = 80 Hours (10 Days) 4 < 9 years = 120 Hours (15 Days) 10 or more years = 160 Hours (20 Days) Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for individuals who are unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave Benefits. The wage replacement rate is determined by current law, offering 60-70% of the wages earned during the SDI eligibility period. Additionally, employees receive employer-paid Long-Term Disability Benefits, which cover 66.67% of pre-disability earnings, up to a maximum of $10,000 per month. There is a 365-day waiting period before these benefits become active. Employees may coordinate these benefits with other available leave balances to receive up to 100% of their regular pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
