Evaluator - Statistical Analyst II - TERM LIMITED - 2648
NEOGOV is part of the State of Colorado's Department of Public Health & Environment, seeking a Statistical Analyst II to provide evaluation services for public health and environmental programs. The role involves planning and conducting statistical analyses, developing evaluation methodologies, and collaborating with various partners to enhance program effectiveness and accountability.

Responsibilities
Provide evaluation services to CDPHE’s public health and environmental programs
Provide technical assistance in defining measurable program goals and objectives
Plan and design evaluation research methodologies to assess needs and inform programmatic decisions
Assess the statistical reliability and validity of potential measurement instruments and/or develop new measurement tools as needed
Plan and independently perform descriptive and inferential statistical analyses of quantitative data sets used in evaluation studies
Employ qualitative research methods such as surveys, focus groups, and key informant interviews to elicit qualitative evaluation information
Independently interpret results to inform judgments about the program’s performance related to their evaluation questions
Convene partners to plan evaluations, discuss interim progress, share key findings, and discuss potential implications of the findings on program operations and future evaluation needs
Collaborate with multiple internal and external partners to negotiate evaluation timelines, methods, and deliverables, and document the agreements in written scopes of works
Qualification
Required
Six (6) years professional experience in statistical analysis and/or evaluation
Bachelor's degree from an accredited college or university in program evaluation, public health, sociology, anthropology, psychology, epidemiology or a closely related degree, AND Two (2) years of experience in leading applied research and/or program evaluation projects, including evaluation planning, partner engagement and facilitation, methods design, development of data collection tools, quantitative and qualitative analysis, and reporting
A Master's in degree from an accredited college or university in program evaluation, public health, sociology, anthropology, sociology, psychology, epidemiology or a closely related degree AND One year of experience in leading applied research and/or program evaluation projects, including evaluation planning, partner engagement and facilitation, methods design, development of data collection tools, quantitative and qualitative analysis, and reporting statistical analysis

This is a term-limited position and funding cannot be guaranteed beyond June 30, 2028. The incumbent in this position must be willing and able to resign on this date or when funds run out, whichever comes first
Preferred
Experience leading evaluations of public health prevention programs, especially in cancer and/or chronic disease
Group facilitation skills to identify priorities and gain consensus among participants
Knowledge of evaluation frameworks and approaches (utilization-focused evaluation, developmental evaluation, equitable evaluation, Stepwise, REACT, etc.)
Demonstrated ability to determine most appropriate research/evaluation design, given project goals, and document methods in a written plan that meet program needs and funder requirements
Attention to detail and problem solving to ensure data and work are accurate and high quality, including ability to recognize issues with data and find ways to fix any inaccuracies
Experience building and managing surveys with online survey platforms
Demonstrated knowledge of REDCap design and administration highly desired
Knowledge of the principles and techniques of descriptive and inferential statistics, including ability to determine the most appropriate statistical test to use in a given situation, and experience conducting analyses using a statistical package (e.g., SPSS, SAS or R)
Knowledge of the principles and techniques of qualitative research methods, including the design, administration, and analysis of focus group and key informant interview protocols, etc
Proficiency in the use of MS Office Suite and/or Google Business Suite
Experience collecting, managing, cleaning, analyzing, and/or interpreting quantitative and qualitative data
Experience interpreting and synthesizing results from multiple data sources and developing written and oral reporting reports analysis results and findings both written and verbally that include conclusions and recommendations for change
Demonstrated ability to effectively displaying data in visually appealing ways for a variety of audiences (i.e., reports, summaries, interactive dashboards, presentations, etc.)
