The New York State Workers' Compensation Board is seeking a Workers' Compensation Examiner to process quarterly Payer Penalty requests. The role involves maintaining accurate data, responding to inquiries, and assisting in the development of procedures within the Compliance & Litigation unit.

Responsibilities

Demonstrate a working knowledge of specific sections of the WCL, Board policies and procedures, and claims handling procedures for WC claims
Display a professional and courteous manner to both external customers and staff members. Answer basic telephone and email inquiries, complaints or other issues from system participants regarding report cards, performance penalties or appeal procedures. Prepare written correspondence correctly
Responsible for the distribution of quarterly performance report cards to system participants once per quarter using Board established Information Technology systems
Ensure accuracy of all data maintained in Board systems used to evaluate performance. Maintain Board databases of all data elements used to evaluate performance
Issue penalty notices to system participants that fail to meet established performance goals on quarterly basis using Board established ITS
Maintain any established central repository for communications received. Maintain neat, orderly, and accurate files according to office procedures. Files must be complete so all persons unfamiliar with the issues addressed will be able to discern the facts of case and basis for any decisions reached
Provide information on procedures for an appeal of any penalties issued and information needed for Board to make a ruling. Recognize communications that are appeals of penalties and insure they are responded to on timely basis according to Board procedure
Provide notes, records and documents any actions taken in systems provided as required by unit policies
Refer cases where information has been received, or fraudulent activities are suspected to supervisory personnel in accordance with established procedures
Assist with the creation of new procedures or provide feedback on new or pending processes to senior management. May include training of Assist. WCE's, provide guidance or seek clarification on guidelines or objectives as well as assist other units
Complete special projects as assigned in support of the monitoring of system participants, or in support of audits being conducted by the Monitoring & Audit unit or any other Board unit as needed

Required

Three years of full-time experience in a position where your primary responsibilities included extensive in-person or telephone customer service experience with the general public resolving customer's issues and/or problems; explaining programs/services, policies, or procedures; reconciling accounts; or experience examining, investigating, processing, or adjusting insurance claims; or responding to technical questions from policyholders or claimants
An associate's degree and two years of full-time experience described in #1
A bachelor's degree and one year of full-time experience described in #1
Individuals certified eligible for the 55b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered
Candidates must be reachable on the appropriate Civil Service eligible list
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 of the Civil Service Law
