Water Control Systems Program Supervisor

The City of Green River is seeking a Water Control Systems Program Supervisor to oversee the technical operations of the Water Utilities Department. This role involves directing, planning, and coordinating the maintenance and repair of water utilities' electrical and control systems, ensuring system reliability and compliance with regulations.

Responsibilities

Maintains and monitors baseline data-acquisition and process-control hardware and software to ensure the computer system delivers the desired results for the overall water/wastewater treatment scheme
Determines facility, equipment, and supply requirements for data systems activities to facilitate analysis, reports, forecasts, estimates, computations, records maintenance, and department operational needs
Coordinates system actions and plans with user agencies to ensure integrated programs
Works with instrumentation/control and electrical technicians to diagnose and troubleshoot hardware and software problems
May formulate policies for the department utilizing City requirements and sound research procedures; prepares correspondence and maintains detailed documentation of actions
Supervises subordinate employees as directed, including outlining expectations, assigning daily work, correcting unsatisfactory performance, recognizing accomplishments, supervising work, conducting field checks on progress, providing guidance to crews, ensuring daily productivity of assigned personnel, and training staff on control system strategies and equipment logic operations
Oversees professional development and annual reviews of Computer Application Specialist and/or Instrumentation and/or Electrical Technician staff
Works directly as a liaison with Information Technology (IT) groups to ensure communication between the IT and OT environments
Stays current on the latest technology, including instrumentation, process control software, computing equipment, OT network equipment, and ICS best practices
Develops and implements new process control loops within the control system, utilizing established standards and operational requirements, and modifies existing control loops to enhance functionality, reliability, redundancy, and plant shutdown and recovery capabilities
Assists the Instrumentation and Control and/or Electrical Technician group(s) to maintain plant standards and intergroup communication
Acquires, programs, and installs IP security cameras and access control equipment
Acts as a partition owner for Water Utilities within Genetec Security Center, including user creation, setting access permissions, and maintaining the Security Center Environment for Water Utilities
Ensures data integrity within the HACH WIMS environment and works directly with the Water Utilities Compliance Manager to ensure that accurate data is reported to state agencies and our consultants
Acts as a project manager for any integrations involving the control system and the Instrument & Control and/or Electrical Technician group(s)
Creates and maintains standards for the ICS environment
Performs server and workstation maintenance on all control system equipment
Integrates any equipment into the control system environment, including media display controllers, genset controllers, and HVAC controllers
Participates in the planning and budgeting processes for the department's Operation and Maintenance Budget and Capital Improvement Program
Creates specifications for process control and specialized equipment for bidding processes
Learns, applies, and holds personnel accountable for adherence to current work policies, Collective Bargaining Agreement (CBA), safety procedures, work standards, specifications, and proper workplace conduct
Maintains complete and comprehensive records (paper and electronic), provides routine reports, reviews timesheets for accuracy, tracks material uses, monitors equipment utilization, and otherwise oversees the resources for which responsibility has been assigned
Works with vendors to integrate their products into the control system correctly
Acts as the direct point of contact for Management, Chief Operators, Supervisors, and all operational staff for all control system requirements and issues
Works closely with the field personnel on special projects, critical activities, and problems to develop effective solutions and strategies
Reviews, plans, and assists with startup acceptance tests for new electrical installations
Designs and implements updated control schemes to upgrade the water utilities systems and controls
Oversees the security of the control system environment by using existing knowledge and working with internal and external experts in the Cyber Security field
Participates in work activities and trains employees in skills and procedures to ensure competent, safe work practices
Assists in preparing specifications for specialized equipment and materials common to that required in areas of responsibility
Assists in evaluating bids received on such equipment and recommends to the Manager
May be required to participate in and/or facilitate training to support departmental or City initiatives and requirements
May be required to work alternate hours as necessary for the efficient operation of the department
Position is Mission Critical
Researches and acquires networking equipment for the Operational Technology (OT) network environment
Oversees programming managed switches, including network segmentation and QoS
Writes SQL queries to pull data for report creation, record updating, and providing water data to internal and external personnel
Trains Computer Application Analyst on job responsibilities and technology related to the job function
Collaborates with IT and the Information Security group to develop an Incident Response Plan for the OT environment in the event of a compromise
Creates new communication paths for ICS and IT equipment, either by using existing paths or by creating new ones with managed switches and various media, including copper, fiber, and telemetry
Maintains the HACH WIMS (Water Information Management System) environment for Water Utilities data acquisition, storage, and reporting, including updating and maintaining enterprise-level software, supporting all end-users, creating facilities, managing user accounts, and installing applications
Maintains daily backups of the entire control system environment with cross-replication strategies
Manages the implementation and construction of new control system cabinets by the Instrumentation & Control and/or Electrical Technician group(s), utilizing existing standards, setting the project timeline, and completing a full system checkout upon completion

Required

Bachelor's degree from an accredited four-year college or university with a degree in Business, Computer Science, or a related field
Three years of experience in programming, control, and repair of SCADA/DCS systems
Must possess and maintain a valid driver's license
Must possess and maintain a valid telephone number

Preferred

Three years of experience in performing the following functions is highly desirable: preparing and maintaining data using electronic systems used in industrial control applications; analyzing and auditing automated data reports used in industrial control applications; and supervisory experience
