Assistant Chief Financial Officer

Responsibilities
Assisting the CFO by advising of current historical data necessary for formulating the annual budget program to the Associate Medical Center Director
To accomplish this, financial records of the station are utilized so as to produce comparative cost records, work studies, cost trends and similar data which is furnished to management
During the preparation phase of the annual budget, assisting in assembling, preparing, justifying and forwarding the station plan
During the execution of the annual plan, auditing the cost records in the various operating areas where responsibility for budget control has been vested
Ability to analyze and ensure compliance with appropriation law
Direct supervision to the Supervisor of Accounting, Budget, Travel and Agent Cashier Department
Directly supervising the Internal Auditor and a staff of four Budget Analysts ranging from the GS-11 to GS-12 levels
Dealing with general personnel management policy matters affecting the program, involving such matters as: initiating appropriate personnel actions when indicated
Resolving differences between key management officials at the program
And identifying and resolving problems which may inhibit accomplishing the mission and/or the objectives of El Paso VA Health Care System
Ensuring compliance with financial regulations, policies and fiscal law
Responsible for such other tasks as may be assigned by direction of the CFO, ensuring compliance with timely and accurate transactions and financial records
Assisting the CFO in developing pertinent financial data and recommending additional sources of or changes in existing reports and controls used in connection with the station fund control program and other management programs that are intended for consumption of local station management
Keeping the CFO advised of changes in source data which will affect the format or content of present reports and develops new reports which will provide a clearer picture of the station finance program
Compiling information from normal accounting and budgeting reports with combined data of a non-financial nature to produce comprehensive analyses of program accomplishments in financial terms which will assist the CFO in presenting information to management for planning and decision making
Assisting in conducting and maintaining an internal Financial Quality Assurance Management review program to ensure that financial policies and procedures of the station are being followed and are effective
Implementation of corrective action plans
Ensuring that travel services are conducted in compliance with statutory requirements and agency regulations
Working with the Travel Supervisor and station Travel clerks to provide services to staff on temporary duty travel
Performing other related duties as assigned

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-13 position you must have served 52 weeks at the GS-12
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
Basic Requirement (Individual Occupational Requirement): Education: A degree in accounting; or in a related field such as business administration - finance - or public administration that included or was supplemented by 24 semester hours in accounting
The 24 hours may include up to 6 hours of credit in business law
(The term "accounting" means "accounting and/or auditing" in this standard
Similarly - "accountant" should be interpreted - generally - as "accountant and/or auditor.") (TRANSCRIPT REQUIRED)
OR Combination of education and experience: at least 4 years of experience in accounting - or an equivalent combination of accounting experience - college-level education - and training that provided professional accounting knowledge
The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality
This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); A certificate as Certified Public Accountant or a Certified Internal Auditor - obtained through written examination (CPA/CIA CERTIFICATE AND/OR TRANSCRIPT REQUIRED); or Completion of the requirements for a degree that included substantial course work in accounting or auditing - e.g. - 15 semester hours - but that does not fully satisfy the 24-semester-hour requirement of paragraph A - provided that (a) the applicant has successfully worked at the full-performance level in accounting - auditing - or a related field - e.g. - valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth - depth - currency - and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting - the applicant's education - training - and experience fully meet the specified requirements (TRANSCRIPT REQUIRED)
In addition to the above IOR - you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Providing broadly-based financial advice which will facilitate the conduct of Federal programs; Broad knowledge of and ability to utilize principles - methods - techniques - and systems of financial management; Ability to plan - direct - and coordinate difficult and complex programs; Ability to develop - apply - and adjust financial plans and policies to attain agency objectives; Ability to select - develop - and supervise a subordinate staff; Ability to establish and maintain effective working relationships - not only with subordinate staff - but with all levels of key management officials - the latter particularly requiring the exercise of tact - ingenuity and resourcefulness; Ability to make oral and written presentations in a clear and concise manner; Ability to apply a high level of sound - independent judgment in the solution of financial problems and in the administration of a financial management program; And a broad knowledge of agency operating programs

Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities

Physical Requirements: The work is sedentary
Some work may require movement between offices - hospitals - warehouses - and similar areas for meetings and to conduct work
Work may also require walking/standing - in conjunctions with travel to and attendance at meetings and/or conferences away from the work site
Incumbent may carry and lift light items weighing less than 15 pounds
