Responsibilities

Establish, maintain, and continuously improve the HPCC Operations & Infrastructure Program Governance Framework, ensuring alignment with Owner policies, contractual requirements, and regulatory expectations
Define and enforce governance standards across all operational programs, including cadence, documentation, decision authority, escalation paths, and auditability
Ensure all programs are structured, actively used, and behavior-driving—not static documentation
Coordinate and facilitate governance forums, operational reviews, and leadership checkpoints
Own the contract governance model for all outsourced operations and infrastructure service providers
Track, verify, and report compliance with contractual deliverables, SLAs, KPIs, and performance obligations
Ensure service-provider performance is measured objectively, documented rigorously, and communicated transparently
Identify performance gaps, risks, and trends; escalate and support corrective action plans as required
Serve as a central coordination point between legal, finance, operations, and service providers for contract performance matters
Design, maintain, and publish a comprehensive performance management framework for HPCC operations and infrastructure
Own KPI definitions, metric integrity, data quality, and reporting standards
Develop executive-ready dashboards and scorecards that provide real-time visibility into:
Operational performance
Contract compliance
Risk posture
Readiness and resilience
Ensure metrics drive decision-making, accountability, and continuous improvement—not just reporting
Serve as steward of the Owner’s Operations & Infrastructure Playbook, ensuring SOPs, MOPs, EOPs, RACI matrices, site rules, QA/QC logs, and governance artifacts are current, controlled, and accessible
Ensure documentation standards are consistently applied across all teams and providers
Coordinate readiness reviews, audits, and formal assessments to preserve operational integrity
Capture lessons learned and institutionalize improvements into programs and standards
Act as the central integration point across HPCC operational and infrastructure domains, including:
Mission-Critical MEP Operations and Power Infrastructure
White Space and Liquid Cooling Operations
EH&S, Physical Security, Asset Management, and Owner SMEs
Ensure departments operate in alignment, with clear interfaces and no overlap or ambiguity
Drive structured communication across departments to maintain clarity, consistency, and shared situational awareness
Support commissioning-to-operations and project-to-steady-state transitions through disciplined program controls
Analyze operational and performance trends to identify opportunities for program, process, and governance improvement
Partner with operational leadership and EH&S to reinforce a culture of safety, discipline, and accountability
Help mature the HPCC operating model as the site scales, technologies evolve, and operating conditions change
Institutionalize “how we operate” across the organization

Required

10+ years of experience in operations, infrastructure programs, facilities governance, or complex industrial environments
Demonstrated experience operating within outsourced or hybrid service delivery models
Strong understanding of contract governance, SLAs, KPIs, and performance management frameworks
Proven ability to operate effectively with executive leadership and present confidently at the senior level
Exceptional organizational, analytical, and communication skills
Proficiency with CMMS platforms, Smartsheet, Power BI (or equivalent), and structured reporting systems
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future

Preferred

PMP, PgMP, ITIL, or similar certification preferred
