Responsibilities
Supervises and performs a variety of tasks associated with the operation, routine maintenance and repair, and upkeep of an advance wastewater treatment system
Supervises employees to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained and work is in compliance with all safety rules; and making hiring, termination and disciplinary recommendations
Plans, coordinates, monitors, oversees, and participates in daily operational activities
Compiles, prepares, reviews, and maintains a variety of records, logs, reports, and proposals
Inspects and evaluates facilities and equipment; responds to facility, plant, hazardous material, and/or equipment emergencies
Conducts training on a variety of operational and/or maintenance issues, procedures, and activities
Assists in preparing the annual budget; submits requests for funds required to maintain plants, equipment, and assigned staff training requests (e.g. certification renewals, tuition reimbursement schedules)
Performs work in both non-permitted and permitted confined spaces as required
Wears a full-face respirator and/or self-contained breathing apparatus and respond to emergency situations as required
Works assigned shift including weekends, holidays, and rotating shift as required. During a plant emergency, may be called in to assist keeping treatment plant in operation
Handles job stress
Interacts effectively with others in the workplace
Follows all workplace and job safety rules and policies
Performs other duties of a similar nature or level as required, including those duties of subordinates as required to support the operation of the treatment facilities
Supervising daily activity of personnel on assigned shift to operate plant facilities
Assisting and supporting internal OCWD departments and contractor activities as required
Training and supervision of subordinate operators
Identifying and reporting job hazards; completing injury report documentation
Developing operational SOPs, JSAs, and training curriculums
Monitoring plant equipment and processes along with research experiments
Collecting mandated water quality samples
Checking plant process chemicals
Cleaning and maintaining reverse osmosis and other membrane treatment systems
Managing electronic management tools (Microsoft suite, DeltaV, CMMS, various process data spreadsheets)
Driving to and operating offsite facilities
Working alone or in work group settings for extended periods
Qualification
Required
High School Diploma or GED equivalent
College level course work in Water, Wastewater, Chemistry, Biology or Management
Seven years of progressively responsible operations or maintenance experience directly related to the area of assignment
Three years of supervisory experience
Minimum Grade IV Wastewater Operator's Certification or Water Treatment T-4 Certification
Valid California Class 'C' Driver's License
Preferred
AA degree
AWTO Grade 3 or higher Certification
Additional related certifications such as CaDPH D-1 or higher; CWEA Maintenance I or higher
