The role involves overseeing competitive solicitations, contract development, compliance, and vendor outreach in a collaborative environment.

Responsibilities

Lead and manage RFPs, bids, and contract award processes
Draft, negotiate, and administer contracts and amendments
Ensure compliance with HUD regulations and California Public Contract Code
Partner with leadership to identify procurement strategies and solutions
Conduct outreach to small, local, women- and minority-owned businesses
Supervise procurement support staff and improve policies and procedures

Required

Bachelor's degree in public administration, business administration, or related field
Five (5) years of professional purchasing/procurement experience at the management level

Preferred

Master's degree and HUD procurement experience desirable
Experience supervising staff in a unionized environment preferred
