Responsibilities

Executes advanced-level permitting and licensing functions, including the evaluation, processing, and issuance of permits, ensuring compliance with local regulations
Utilizes advanced technical knowledge and independent judgment to interpret policies, procedures, and regulations, resolving complex permitting issues and making determinations on non-standard cases. Works with supervisors for resolution of non-compliance issues
Oversees the administration of the Electronic Permitting System, including troubleshooting, resolving technical issues, managing support tickets, and implementing software updates or enhancements to meet operational needs
Ensures accurate calculation and collection of fees, monitors fee schedules, and provides recommendations for updates based on regulatory changes or operational needs
Leads the training, and mentorship of staff, ensuring a comprehensive understanding of permitting procedures, software systems, and customer service standards
Develops, implements, and refines permitting procedures, workflows, and operational policies to improve efficiency, ensure compliance, and enhance service delivery
Develops, implements, and coordinates departmental reporting relating to permitting, capital projects, and regulatory compliance under the direct supervision of the Village Engineer
Develops, implements, and updates a master task list for the Engineering Department in coordination with the Village Engineer and Senior Staff. Delivers expert-level customer service functions by addressing and resolving complex or escalated inquiries, complaints, and requests related to permitting and licensing activities
Enforces compliance with statutory regulations, department policies, and procedural guidelines, staying updated on legislative changes and industry best practices to guide the department
Oversees the entire permit lifecycle, including tracking applications, coordinating plan reviews, scheduling inspections, ensuring timely issuance of permits, and prior to close out of permits ensures that all required documentation has been reviewed, approved and, if required, recorded
Acts as a key liaison between departments, agencies, and external applicants, ensuring seamless communication and coordination for inspections, permitting, and licensing activities
Evaluates existing processes, identifies areas for improvement, and leads initiatives to streamline operations, enhance service quality, and align with organizational objectives
Reviews, verifies, and maintains critical documentation for permitting and licensing, including contractor licensing, insurance compliance, and regulatory approvals, ensuring accuracy and adherence to standards
Manages and maintains records, logs, and databases for issued permits, inspections, contractor files, and related documentation in compliance with records retention policies and regulations
Oversees financial activities related to permitting and licensing, including fee reconciliation, reporting, and resolution of discrepancies, ensuring compliance with accounting protocols
Monitors changes to codes, ordinances, and regulations, leading updates to departmental policies and systems; participates in audits to verify adherence to permitting standards
Represents the department in meetings, conferences, and workshops, providing expert advice and guidance to customers, contractors, and other applicants on permitting and licensing requirements
Interprets and applies advanced concepts, policies, and procedures in the execution of job duties, ensuring alignment with organizational priorities and regulatory frameworks

Required

High School Diploma/GED required
Demonstrated computer literacy with standard software packages (e.g., word processors, basic spreadsheet applications, email, Internet usage) required
Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines
Strong knowledge of engineering terminology, permitting processes, and regulatory compliance related to public works, utilities, and right-of-way management
Proficiency in computer software such as Microsoft Office Suite (e.g., Word, Excel, Outlook), engineering design tools (e.g., AutoCAD, GIS), and permitting software
Understanding of local, state, and federal regulations governing land use, right-of-way, and utility permitting
Strong skills in business writing, report generation, and project task scheduling
Demonstrated ability to read, interpret, and review civil engineering drawings, site plans, and specifications for compliance with permitting requirements
Exceptional customer service and interpersonal skills, with the ability to resolve technical issues for a variety of stakeholders
Proven ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment
Knowledge of technical procedures and accounting tasks related to the processing and recording of transaction fees and charges associated with permitting and licensing
Skill in basic math including but not limited to adding, subtracting, multiplication, division, geometric construction, practical algebra and metrics
Ability to multi-task while working with tight deadlines and shifting priorities
Ability to follow oral and written instructions
Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence
Ability to effectively communicate (verbally and in writing) with residents, coworkers, supervisors, administration, and vendors
Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds

Preferred

Associate's Degree in Engineering Technology, Construction Management, Business Administration, or related field preferred
Minimum of five (5) years of professional experience in permitting, licensing, or technical support in engineering or construction fields
Experience with civil engineering plans, utility permitting, right-of-way permitting, or site development processes is highly desirable
Familiarity with engineering drawings, blueprints, plats, and other technical documents is strongly preferred
Experience with municipal or government permitting systems is a plus
Knowledge of municipal engineering department operations and familiarity with public infrastructure development is highly preferred
Knowledge of business writing, report preparation, and project task scheduling desired
One or more of the following certifications is preferred: Certified Engineering Technician (CET) or equivalent certification, Construction Documents Technologist (CDT) certification, GIS Specialist Certification, if applicable to mapping and review responsibilities, AutoCAD Certified User (ACU)
Additional training or certifications in Electronic Permitting Systems, Document Management, Engineering Plan Review are desirable
