Associate Planner II

NEOGOV is looking for an Associate Planner II to join the City of Temecula's Community Development Department. The successful candidate will be responsible for managing complex planning projects, analyzing housing legislation, and preparing planning recommendations while ensuring alignment with the City's comprehensive General Plan Update.

Responsibilities

Performs advanced project management duties for larger, complex current or long-range planning related projects
Manages updates and maintenance of Comprehensive Plan, and land development regulations
Writes and recommends a variety of ordinances and regulations relating to development controls
Develops long-range plans for communities with common development issues
Develops strategies to promote economic and community development or efficient land use consistent with community goals
Evaluates adequacy of community facilities to meet current or projected needs
Recommends priorities, schedules, and funding sources to implement public improvement plans
Prepares requests for proposals; analyzes proposals and provides recommendations on bids; negotiates contracts with consultants; determines scope of work on projects and writes contracts; manages contracts and project budgets to ensure provisions of contracts are met
Analyzes specific projects; prepares procedural manuals, policies, forms, and a variety of correspondence related to planning projects
Prepares grant applications for various federal, state and local programs
Administers various grants and contracts
Prepares and monitors program and contract budgets, schedules, and amendments
Performs complex environmental impact review of projects in accordance with the California Environmental Quality Act (CEQA) and National Environmental Quality Act (NEPA) involving in-depth technical reports and environmental documents
Prepares, reviews and presents staff reports and supporting exhibits for presentations to the Planning Commission, City Council, or other committees; makes presentations in staff meetings and at public workshops
Assists with performing the duties of lower level staff
May develop and maintain measures of employee workload and production; may establish performance standards; may train and provide input for the purposes of performance assessment of assigned staff or volunteers; and may foster a work environment that promotes positive morale
Prepares and writes a variety of reports and documentation, including detailed Risk Management incident reports
Performs other duties of a similar nature

Required

Bachelor's Degree from an accredited college/university in Urban Planning, Architecture, Public Policy or closely related field
Four (4) years of professional experience in municipal planning
Experience with the California Environmental Quality Act (CEQA), including document preparation, review, and submittal
Strong analytical, written, and verbal communication skills
Ability to manage multiple projects, balance competing priorities, and adapt to shifting deadlines
Knowledge of advanced planning principles, site planning, and architectural design practice
Knowledge of land use, urban design, transportation, affordable housing, redevelopment, economic development or environmental sustainability
Knowledge of planning principles and laws, and the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) process
Knowledge of principles, methodology, practices of research and data collection
Knowledge of effective writing techniques
Knowledge of statistical, algebraic or geometrics to apply in practical situations
Knowledge of pertinent federal, state, and local laws, codes, and regulations related to planning, building, and zoning procedures
Knowledge of recent developments, current literature, sources of information, and research techniques related to the field of urban planning and historic preservation
Knowledge of well-developed project management practices and techniques
Knowledge of well-developed public presentation methods and techniques
Knowledge of occupational hazards and safety measures appropriate to work performed
Skill to apply critical thinking to complex projects and interpret detailed requirements
Skill to operate various types of standard office equipment, including a personal computer and related software
Skill to operate a motor vehicle in a safe manner
Ability to exercise excellent interpersonal skills to present research findings to various boards and committees
Ability to explain rules and procedures clearly to the public
Ability to gather relevant information to solve vaguely defined practical problems
Ability to read and interpret plans, and apply provisions of the ordinances and codes to determine compliance, and apply regulations to field conditions
Ability to work on several projects or issues simultaneously
Ability to work independently or in a team environment as needed
Ability to attend to details while keeping goals in mind
Ability to apply policies, procedures, laws, codes, and regulations pertaining to planning, zoning and building functions
Ability to plan, organize and prioritize projects and tasks in order to meet deadlines
Ability to communicate clearly and effectively, both orally and in writing
Ability to make public presentations and prepare comprehensive written reports
Ability to establish and maintain courteous, cooperative, and effective working relationships with those encountered in the course of work
Ability to use proper English, spelling, grammar and punctuation
Possession of a valid California Class C driver's license and an acceptable driving record
Satisfactory results from a background investigation and administrative screening

Preferred

Master's Degree/AIP
Experience with regional and quasi-governmental agencies such as the Southern California Association of Governments (SCAG) and the Western Riverside Council of Governments (WRCOG)
AICP Certification
Experience with Permitting Software (EnerGov, Permits Plus, or similar software)
