Responsibilities
Lead statewide healthcare workforce assessment across rural and underserved regions
Analyze workforce gaps by role, geography, and service line (clinical, behavioral health, EMS, maternal health)
Support design of workforce development, training, certification, and retention strategies aligned to RHTP goals
Provide change management support for adoption of new care models, APMs, and digital workflows
Develop and execute stakeholder engagement and communications plans for providers, Hubs, RCNs, and partners
Design and deliver training, onboarding, and capability-transfer activities for State staff and local entities
Support sustainability planning by aligning workforce strategies with APMs and long-term financing models
Qualification
Required
Healthcare workforce planning & analysis
Change management methodologies (ADKAR, Prosci, Kotter, or equivalent)
Stakeholder engagement & facilitation
Training and capacity-building design
Public-sector communications
Understanding of rural healthcare delivery models
8–12 years of experience in healthcare workforce development, public-sector health programs, or organizational change
Demonstrated experience supporting state Medicaid, public health, or large healthcare transformation initiatives
Experience addressing workforce shortages, retention challenges, or training pipelines in rural or underserved settings
Prior experience facilitating cross-agency and multi-stakeholder engagement
Bachelor's degree required
Preferred
Master's in Public Health, Healthcare Administration, or related field preferred
