Responsibilities

Will have direct supervisory duties for 7-12 Subcontracts Management personnel
Oversee the planning, release and management of all aspects of the major subcontracts, IOTs
Develop and manage both routine and strategic relationship with suppliers, including risk sharing arrangements
Handle complex relations where supplier is also a competitor and teammate
Lead Integrated Product Team (Subcontracts, ISST, Material Program Manager, Quality, Program Management, Supplier, Logistics, Operations, etc.) to ensure that the integrated supply chain supports cost, technical and schedule objectives
Lead and/or facilitate Mission Area's material acquisition strategy with supplier/strategic partners that spans all phases of life cycle - From concept to delivery of final system to end user; Includes post delivery support such as CLS, PBL, etc
Work with the team and the IPT in evaluating performance to plan, assessing variances, and initiating corrective actions
Provide routine status report to the senior level managements (program, supplier, internal SCM)
Serve as Project Manager/IPT lead responsible for ensuring all aspects of the work and/or work share are fulfilled
Support Program proposals, negotiations, and customer reviews
Proactively recognize risk and risk impact and work to resolve with appropriate customer contacts and internal counterparts

Required

Typically Requires a BA/BS degree and a minimum of 10 years of experience in a related field or industry or an Advanced degree and 7 years experience
Proficient in MS Office Suite (Excel, PowerPoint, Word, etc)
Experience with Federal Acquisition Regulations (FAR)
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Active and existing security clearance required after day 1

Preferred

Strong business acumen to support multiple initiatives, such as establishing speculative inventory & business case analysis for factory re-design, supplier requirement contracting, TAKT improvements & significant capital investment
Demonstrated knowledge of Supply Chain processes and related systems
Able to develop and implement improvement plans and experience driving measurable continuous improvement
Strong negotiation skills and the ability to lead in an Integrated Program Team (IPT) environment: Skilled at cross-functional collaboration
Experience developing and managing department budgets
