Responsibilities

Load and track all acquisition actions into CAM (Corps Acquisition Management system), provide reporting to the GSL Contracting officer, Branch Chiefs, and Division Chiefs
Provide technical expertise in the development and reporting of bi-monthly program spend plans to track against obligation and execution goals. Create Statements of Work (SOW), Performance work statements (PWS), Quality Assurance Surveillance Plans (QASP), Project Management Plans (PMP), Independent Government Estimates (IGE), Description of Requirements (DOR) Market Research, and various other technical documents to coordinate with the contracting office on a variety of procurement transactions
Review and assist program specialists in creating Procurement Action Request (PAR) packages to ensure that contract requirements have been properly provided to the appropriate technical, administrative, and legal personnel for review and approval where applicable prior to submission to the ERDC Contracting Office
Reviews all Acquisition/Procurement Action Request (PAR) packages to ensure that contract requirements have been properly provided to the appropriate technical, administrative, and legal personnel for review and approval where applicable prior to submission to the ERDC Contracting Office
Possess $25K BPA Authorized Authority allowing the individual to request quotes over the micro-purchase thresholds and up to $25K on ERDC wide Blanket Purchase Agreements. This includes, posting request for quotes, reviewing submissions, processing technical evaluations to ensure the products meet customer criteria and requirements, requesting BPA CALLs, obligating, and distributing the awarded to calls, and sending required packages to CT for the CAR process in the Contracting writing system PD2
Serve as COR on service type contracts for maintenance and repairs for GSL
Serve as Primary POC for all GSL BAAs in ERDCWERX/Submittable system, Paperless Contracting File (PCF) system, and other pertinent lab and contracting requirements
Provide guidance and assistance ERDC wide in resolving funding, ULO, execution, disbursement, and contractual issues with Sponsors and payment offices including but not limited to Vendors, Districts, Non-DOD sponsors, DOS, UFC Millington, and DFAS offices
Maintains list of all Direct Contract Labor Charging PR&Cs provided to Contracts for awards in excess of $150k
Coordinates year-end closeout activities with respect to contract actions, ensuring awards pending on expiring or goal driven dollars are given high priority for award
Initiate, review, approve, and certify a variety of documents (inhouse and contractual PR&Cs, travel orders, invoices, etc.) to ensure valid Work Item Codes and accurate CEFMS codes are used and that adequate funds are available
Provide a broad range of administrative support in areas of contractual issues, financial issues, setting priorities, and provides program status reports in a large range of areas
