Purchasing Branch Manager

Commonwealth of Kentucky is seeking an experienced Purchasing Branch Manager to join their Cabinet for Health and Family Services (CHFS). This role involves overseeing all purchasing activities within the Division of Procurement and Grant Oversight, ensuring compliance with procurement laws, and leading a team to enhance the health and well-being of Kentuckians.

Responsibilities

Lead and oversee all purchasing activities for the Cabinet, ensuring compliance with procurement laws, regulations, and internal policies
Provide strategic direction and oversight for purchasing and contract activities using the statewide procurement system; review and approve key procurement documents
Supervise and support staff by approving leave and overtime, reviewing timesheets, and conducting performance evaluations
Guide daily branch operations, addressing workflow, personnel, and process challenges to keep work running smoothly
Develop and deliver training, policies, and audit processes to strengthen procurement knowledge and consistency across the Cabinet and external partners
Represent the Cabinet as a procurement leader and subject-matter expert in meetings and communications
Drive continuous improvement through proactive planning, data-informed decision-making, and a focus on operational excellence

Required

Graduate of a college or university with a bachelor's degree
Six years of purchasing experience
Experience developing RFP and negotiating contracts is required. Applicants should be prepared to submit examples
Strong leadership and communication skills, with a proven ability to manage teams and collaborate with internal and external stakeholders
Excellent problem-solving abilities and attention to detail
Excellent verbal and written communication skills
Impeccable ethical standards
Excellent organizational skills
Ability to manage complex tasks and projects

Preferred

Advanced public procurement experience, especially in Information Technology
CPPO, CPPB, NIGP-CPP, and or NGMA certification is a plus
Experience utilizing report applications and Excel is a plus
Prior management experience
