Electronics Technician
U.S. Department of Veterans Affairs is seeking an Electronics Technician within the Healthcare Technology Management service. The role involves analyzing, redesigning, modifying, installing, evaluating, and developing preventative maintenance and training on complex electronic systems and equipment across the Bay Pines VA Health Care System.

Responsibilities
Responsible for research, design, modification, and installation of assigned complex electronic systems and equipment which may include surveillance and intrusion detection systems, access control systems, Building Automation System, utility systems controls and monitors, lighting control systems, fire-safety systems, air quality control and delivery systems, supply distribution systems, and other critical systems and equipment that provide or support environmental controls and medical support systems
Controlling assigned electronic data systems and understanding their capabilities and limitations
Technical responsibility includes designing, prototyping, operationally testing, implementing, training, and updating of appropriate manuals schematics and drawings to reflect all modifications
Performs work in the testing, implementing, evaluation and maintenance of software and hardware to accomplish the mission of the medical center's non information management computer controlled systems
Participates with engineering staff in assigned portions of projects related to end service maintenance of electronic automated equipment and systems
Determines the range and quantity of parts required and develops technical specifications for procurement
Examines equipment is shop areas to determine design, testing capabilities, and operational characteristics to determine the range and quantity of parts required to support equipment and systems
Assures that all technical specifications, identifies potential integration issues, and coordinates with contract personnel to ensure successful design, installation, and transition of devices, equipment, and/or systems
Researches explanations, identifies solutions, prepares specifications for corrective actions and makes required changes when possible
Identifies deficiencies, writes new software for hardware additions or management needs
Routinely analyzes reported malfunctions and problems in order to adjust programming or preventive maintenance program as necessary
Schedules maintenance inspections for owning or using services
Works on a daily basis with technical staff
Performs in service training on request, and serve as subject matter expert when required, Identifies opportunities for improvement and prepare comprehensive recommendations for higher level supervisors on new and emerging technology
Verifies all problems on equipment assigned, even that which is on yearly maintenance contracts
Analyzes and diagnoses errors or faults using knowledge and equipment of the trade
Uses judgment, expertise and independent thought to identify possible causes and present sound recovery options
Follows established procedures to identify and isolate failures of systems
Investigates causes for the failure by industry standard, and modified techniques
Makes independent engineering and technical decisions on repair methodology to best and most efficiently (time and cost) repair electronic systems
Other duties as assigned

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-11 position you must have served 52 weeks at the GS-10
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
The Electronics Technical - Series 0856 - has an Individual Occupational Requirement (IOR)
Specialized Experience: Some examples of qualifying specialized experience include: Work as a technician - instructor - inspector - or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory - and of the characteristics - function - operation - and capabilities of a variety of types of electronic equipment
This experience must have included the use of schematic diagrams - a variety of test equipment - and the application of appropriate electronic formulas involved in such duties as testing - troubleshooting - modifying - designing - calibrating - installing - maintaining - repairing - constructing - developing - and instructing on electronic equipment - or similar functions
Experience in developing policies - standards - and procedures for maintenance - installation - or similar functions - provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment
In addition to meeting the Individual Occupational Requirement - applicants must also meet the specialized experience
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Assessing system effectiveness - formulating criteria - evaluating function - creating implementation plans
Determine specific requirements - design - redesign - fabricate - and modify electronic systems and equipment
Act as a System Administrator on systems riding on the LAN
Able to read blue prints - schematics - and specification - and understand mathematical principles and formulas used in engineering design and troubleshooting problems
Apply the following healthcare industry standards - accreditation - regulatory expectations in a work environment: NFPA - The Joint Commission - AAMI - FDA - OSHA - CAP - AABB - and CDRH
You will be rated on the following Competencies for this position: Electronics Technical Competence

You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Physical Requirements: Work may require considerable standing - stooping - and bending
Often - incumbent will work on ladders - in congested areas - and on scaffolds - which require incumbents to work overhead - or in stretched - cramped - or awkward positions
The position requires considerable arm movement
The incumbent may be required to lift and carry items weighing approximately 45 pounds
For required lifting of weighs over 50 pounds - incumbent will use material handling devices and/or request assistance
