Aero Train Assistant Program Manager
Metropolitan Washington Airports Authority is responsible for the operation and maintenance of the Automated People Mover (APM) Program at Washington Dulles International Airport. The Aero Train Assistant Program Manager will assist in planning and managing the operations and maintenance of the APM system, ensuring compliance with safety protocols and effective coordination with contractors.

Responsibilities
Assists Program Manager with establishing and modifying Aero Train schedules to meet passenger and airline requirements; coordinates schedules with Contractor and IAD
Assists Program Manager with reviewing and assessing availability reports of the Aero Train system from the Contractor; reviews the Aero Train Central Control operations; and approves monthly reports detailing Aero Train performance
Conducts periodic tours or inspections of the APM system with the Contractor’s director
Coordinates with airport engineering and serves as project manager on train maintenance projects
Coordinates with Airport and Airports Authority corporate offices in Tier 2 and Masterplan expansions
Serves as a COTR, managing contracts supporting the APM function and maintenance
May serve as COTR for other airport contracts
Assists Program Manager in reviewing all maintenance personnel qualifications, certifications, and performance data to track proficiency and performance; directs further training, counseling, or other personnel action, as appropriate
Assists Program Manager in ensuring Contractor compliance with safety and security policies and procedures; reviews report of unsafe conditions and ensures resolutions; reviews and approves the Aero Train Emergency Procedure plan

Qualification
Required
Four years of progressively responsible experience in managing an Operations and Maintenance (O&M) contract
Skill in managing the O&M contractor and a large contract service provider in an owner/contractor relationship, which includes building a collaborative management structure, working with multiple stakeholders to ensure a positive result for the end user, and determining appropriate actions under contract
Ability to manage the budget, negotiate change orders, and as appropriate, issue notices of failure to perform
Knowledge of and skill in maintenance planning and scheduling, system operations and control room operations, contract management and staff organization and performance
Baseline knowledge of maintenance trades to oversee maintenance management
Skill in working on large multiple projects concurrently and in ensuring coordination and integration among related efforts
Ability to perform detailed analyses of data and information and make appropriate recommendations
Ability to speak and write effectively
Skill in using computer and modern office suite software
Ability to interact effectively with business contacts in a businesslike, customer service oriented
A high school diploma or a Certificate of General Education Development (GED)
A state driver's license in good standing
A U.S. DOT Transit Safety and Security Program (TSSP) Certificate for Safety and Security Oversight programs within two years from date of hire, promotion, or placement in the job
Preferred
Project management experience
Certification in Contract Management, such as Certified Commercial Contracts Manager (CCM) or Certified Federal Contracts Manager (CFCM) from the National Contract Management Association (NCMA)
A Bachelor's Degree in any field
