Project Coordinator II (Labor Compliance Analyst)
Avsar Construction is seeking a detail-oriented and proactive Project Coordinator II (Labor Compliance Analyst) to support labor compliance operations across complex construction projects. This role ensures that contractors and subcontractors comply with California Labor Code, prevailing wage requirements, and applicable federal and state regulations.

Responsibilities
Identify applicability of state and federal prevailing wage requirements and provide wage determinations for contract documents
Present labor compliance requirements at pre-bid and pre-construction meetings
Respond to prevailing wage questions from contractors and workers
Facilitate proper reporting of wages, fringe benefits, apprenticeship utilization, and employee classifications
Collect, review, and analyze Certified Payroll Records (CPRs) and supporting documentation from prime and subcontractors
Communicate with contractors to resolve payroll discrepancies and deficiencies
Conduct investigations related to contractor violations, worker complaints, and site findings
Review contractor documentation and determine potential withholding amounts for unresolved issues
Prepare audit notices, withholding documentation, and participate in settlement meetings or hearings when required
Maintain complete and organized labor compliance project files
Track and apply updates to state and federal labor compliance regulations and standards
Assist in developing labor compliance policies, procedures, and templates
Perform site visits, job walks, and worker interviews, documenting activities and reporting findings
Attend project meetings as needed, including pre-bid, pre-construction, and progress meetings
Provide responses to payroll and labor compliance document requests
Perform other duties as assigned
Qualification
Required
Minimum 2 years of experience in public works or construction-related environments
Bachelor's degree from a recognized college or university, or equivalent qualifying experience substituted on a year-for-year basis
Strong understanding of construction practices, prevailing wage laws, apprenticeship standards, and labor regulations
Ability to interpret and apply state and federal labor law requirements
Ability to work in a fast-paced, deadline-driven environment
High level of professionalism when handling sensitive and confidential information
Excellent written and verbal communication skills
Proficiency in Microsoft Office (Excel, Word)
Valid driver's license and ability to travel to project sites
Preferred
Experience in Labor Compliance and payroll tracking systems such as LCPtracker or similar platforms
Bilingual in Spanish
Experience working on publicly funded construction projects
