Responsibilities

Provides strategic and executional direction to regulatory teams, ensuring timely, consistent, and successful rate cases and regulatory filings across all jurisdictions. Oversees schedules and discipline for regulatory filings to ensure on-time, coordinated submissions
Develop and effectively implement a regulatory strategy and program that maximizes cost recovery, minimizes leakage and lag, supports SPS strategi. Direct the development and execution of all such regulatory case filings in each assigned jurisdiction. Prepare supporting testimony and serve as an expert policy witness in regulatory proceedings
Establish and maintain effective relationship with key regulators and stakeholders. Develop and implement an intentional outreach program and oversee outreach efforts and activities in support of SPS revenue and cost recovery issues
Advise and consult with executive management to develop positions on energy and other public policy issues, develop appropriate regulatory strategies, and advance jurisdictional revenue and cost recovery goals. Keep executive management and internal stakeholders apprised of political, regulatory, and policy issues and trends, as well as progress and outcomes, financial impacts, and risks of ongoing regulatory efforts
Partners with Regulatory Policy, Finance, and Legal and applicable subject matter departments to ensure filings align with corporate financial goals, affordability commitments, operational requirements, and compliance obligations
Manage and supervise SPS regulatory staff assigned to revenue and cost recovery matters to ensure effective representation of SPS objectives. Create and maintain a professional work environment that encourages growth opportunities for SPS regulatory team

Required

BA/BS degree
A minimum of 10 years in the regulatory field required
Must possess expert knowledge in utility regulation, rate-case execution, and compliance practices, as well as expert knowledge of the utility industry
Strong understanding of financial principles, cost recovery mechanisms, and regulatory finance
Experience in regulatory portfolio management, including prioritizing and managing multiple concurrent rate cases, dockets, and compliance obligations across jurisdictions
Strong organizational, communication, leadership, and management skills are essential
Must be proactive, adept at working with regulators and executives and capable of making decisions in multiple fast-paced regulatory environments

Preferred

Proficiency in regulatory and financial analytical modeling (e.g., revenue requirement models, cost-of-service studies, scenario analysis) to support case development and decision-making
