Responsibilities

Track vendor progress through site survey, installation, configuration, and Service Acceptance Testing (SAT) phases
Maintain up-to-date installation schedules, milestone tracking, and status documentation for each assigned airport
Identify and mitigate scheduling conflicts or infrastructure dependencies related to other BNATCS programs or airport construction efforts
Support the Program Management team in developing and maintaining the Master Deployment Schedule and risk registers for installation activities
Ensure consistent communication and coordination with FAA Technical Operations, Airport Engineering Services, and Vendor implementation teams

Required

U.S. Citizenship Required
Must have the ability to obtain / maintain a Public Trust clearance
Bachelor's degree and 12 years of experience or Masters degree and 10 years or Associate's degree and 14 years experience or HS diploma/equivalent and 16 years experience
Experience with FAA NAS or operational ATC tower environments (ATC, Tech Ops, Engineering Services) with an understanding of tower cab constraints, facility rules, and coordination channels
Direct familiarity with tower operations and controller workflows, ideally including experience working with or alongside controllers to introduce new tools or changes in the cab
Experience with ability to bridge between ATC, Tech Ops, airport operator, and the vendor—facilitating access, resolving day of install issues, and ensuring operational impacts are communicated and mitigated
Familiarity with ADS B and surveillance basics: what ADS B is, how surface receivers feed a service provider, and how that turns into a tower display
Familiarity of FAA surface safety portfolio (SAI, ARV, RID) and how SAI fits into runway incursion mitigation, including limitations at non ASDE airports
Experience in performing Safety Risk Management activities in accordance with FAA guidance, including hazard identification, risk analysis, documentation of safety requirements, and tracking of mitigations
Developing, documenting, and executing comprehensive Concepts of Operations (CONOPS) that clearly define operational scenarios, roles and responsibilities, system interactions, and transition states, and uses these CONOPS to guide requirements, design decisions, and stakeholder alignment throughout a program lifecycle
Experience applying formal operational risk management (ORM) processes to identify, analyze, and mitigate hazards in aviation operational or support environments, including development and maintenance of risk registers and mitigation plans
Experience managing activities subject to FAA change control and regional coordination requirements
Must be able to travel up to 10%

Preferred

Possesses prior experience serving as a designated representative or point of contact to the National Air Traffic Controllers Association (NATCA), demonstrating the ability to collaborate on operational issues and incorporate controller input into program and safety decisions
Familiarity with FAA orders, SAT processes, and airport surface systems integration
Training in Safety Management Systems and/or Operational Risk Management
Any ADSB overview courses, as well as Aircraft Electronics Association (AEA) ADSB Configuration, Testing & Troubleshooting
Program Management Institute (PMI) certs, (PMP, CAPM, PgMP, PMISP)
