Responsibilities

Manage and mentor a high-performing accounting team, ensuring accuracy, compliance, and professional growth
Oversee the preparation of annual financial statements in accordance with GAAP and GASB
Lead coordination of the annual audit process with external auditors
Support the development and monitoring of the City’s biennial budget, including analysis and reporting
Provide expert financial analysis to support strategic decision-making and citywide initiatives
Serve as a liaison across departments and external agencies to ensure collaboration and fiscal transparency
Identify and implement process and workflow improvements that enhance efficiency and resource allocation
Develop policies, procedures, and internal controls to maintain fiscal integrity and compliance
Prepare and deliver financial presentations to audit and budget committees

Required

Strong knowledge of GAAP and GASB standards
Proven experience preparing financial statements and coordinating audits
Proficiency in Microsoft Excel is essential
Familiarity with ERP systems such as Tyler Munis
Experience with SAP Concur, Gravity budget software, and/or Power BI or Tableau is a plus
Knowledge of Oregon Local Budget Law, PCI compliance, and federal grants compliance is desirable
Experience supervising teams and developing staff through coaching, feedback, and delegation
Ability to engage and motivate employees to evaluate workloads and improve processes
Excellent communication skills with the ability to translate complex financial data into clear, actionable information for diverse audiences
Strong interpersonal skills and a collaborative approach that builds trust across departments and with external partners
Demonstrated success analyzing complex data to inform decisions and improve outcomes
Curiosity and drive for process improvement and innovation
Ability to manage multiple priorities with accuracy and composure
Bachelor's degree in Business, Accounting, Finance, or a related field
Five (5) years of progressively responsible financial management experience, including at least two (2) years of leadership experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position

Preferred

Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) preferred but not required
