Responsibilities
Reviewing current payroll/timekeeping processes for FLSA compliance
Identifying gaps in how travel time premiums and related rules are applied
Creating future-state recommendations across processes and systems
Producing requirements and preliminary design documents for PeopleSoft/Kronos/Hastus changes
Estimating impacts on cost, staffing, and timelines
Qualification
Required
10+ years in Payroll/HRIS consulting or Business Analysis
Deep knowledge of FLSA rules, especially overtime, premium pay, split shifts, and compliance in public-sector or union environments
Strong hands-on experience with PeopleSoft Time & Labor and Payroll (configuration, pay rules, retro logic, compliance rules)
Working understanding of Kronos/UKG and ideally Hastus (or similar operator/transportation timekeeping systems)
Experience analyzing end-to-end payroll flows between multiple systems
Proven ability to document current-state and future-state processes and translate findings into requirements
Strong workshop facilitation skills to work with Payroll, HR, Legal, Operations, and IT stakeholders
Excellent documentation abilities (requirements, design specs, process flows)
Preferred
Experience with transit agencies or transportation scheduling/timekeeping systems
Prior FLSA audit or compliance remediation project experience
Understanding of public-sector labor agreements
