Responsibilities
Lead the Subcontract Management Team (SMT) to develop and maintain a consistent business rhythm, ensuring that cost, schedule, and technical objectives are met
Oversee the end-to-end subcontracting process, including RFP activities, negotiations, awards, and performance management
Ensure subcontractor performance aligns with program specifications, including cost, schedule, quality, and earned value requirements
Manage and release deliverables, including Statements of Work (SOWs) and Subcontract Data Requirements Lists (SDRLs)
Qualification
Required
Experience in subcontract management, supplier performance, proposal support, and supplier negotiations
Ability to oversee all cost, schedule, and technical performance aspects of subcontractors and suppliers
Leadership experience in managing a Subcontract Management Team (SMT)
Experience with the end-to-end subcontracting process, including RFP activities, negotiations, awards, and performance management
Ability to ensure subcontractor performance aligns with program specifications, including cost, schedule, quality, and earned value requirements
Experience managing and releasing deliverables, including Statements of Work (SOWs) and Subcontract Data Requirements Lists (SDRLs)
Ability to balance risk between Lockheed Martin and subcontractors during negotiations and execution
Strong communication skills to interact with various levels internally and externally
Ability to assess, interpret cost/schedule/technical data and risks/opportunities as the scope owner or Cost Account Manager (CAM)
Experience managing a portfolio of Complexity level 2&3 suppliers, with significant Non-Recurring Engineering (NRE) or higher risk
Ability to implement and lead strategic initiatives within the global supply chain
Preferred
Experience as a Certified Principal Engineer (CPE) in fields such as computer vision, propulsion engineering, or other space hardware engineering
Proven ability to operate in various capacities and levels in a fast-paced competitive environment
Advanced understanding of subcontract lifecycle processes, procedures, negotiation, and management
Experience scaling a concept (engineering) or operation (manufacturing/production) from prototype to production
Experience with Commercial Acquisition Procedures (CAP) and Lockheed Martin Acquisition Policies (LMAP)
Experience with the Truth in Negotiation Act (TINA)
Legal contracts subject matter expert (SME)
Experience as a Cost Account Manager (CAM)
Deep understanding of requirements language, flow downs, and mission assurance
