Work Group Lead / Field Service Engineer (RFESS)

Arcata Associates, Inc. is seeking a Work Group Lead / Field Service Engineer to oversee the technical and administrative support for the RF&ESS. The role involves effective communication with NASA personnel, providing training and technical oversight, and ensuring compliance with established procedures for range communications systems.

Responsibilities

Directly interfaces with and is responsible for effective communications with the NASA Technical Monitors (TM), Performance Monitors (PM), Range System Engineers (RSE), Range Control Officers (RCO), and Code 600 personnel. Works closely with the TM, PM, RSE, and RCO to coordinate and prioritize task and mission requirements
Provides training and technical oversight for all activities with WBS160. This includes assigning, overseeing, and evaluating all work performed by the group. This specifically, includes employee evaluations, employee corrective action, timecard review and approval, status reporting, documentation updating, candidate interviewing, and metrics compliance
Comply with Dryden Aeronautical Test Range (DATR) Configuration Control Board (CCB) and Mission Control Center (MCC) Work Order processes including Configuration Change Requests (CCR), System Test Reports (STR) and Discrepancy Reports (DR) to ensure accurate and timely reporting
Perform periodic and corrective maintenance and sustaining engineering on highly specialized range communications systems in accordance with established procedures and have the ability to independently troubleshoot, recover, and work around routine and non-routine problems
Conduct pre and post flight checks and troubleshoot range communications systems to meet the flight test mission schedule and can independently troubleshoot, recover, and work around routine and non-routine problems
Independently work with customers and other NASA entities to develop, integrate, test, install, operate, and maintain complex system of systems while maintaining high standards of workmanship while following NASA and DATR establish practices
Interviews candidates for open positions. Recommends candidates for hire
Perform other duties as required, to include supporting other work centers during surges. This may include cross training into other function areas to meet overall contract performance objectives. Perform housekeeping of the work area and equipment according to specified standards. Operate personnel lifts and Government vehicles. Troubleshoot and repair communication equipment (multiplexers, fiber modems etc.)

Required

Associate degree in Electronics, Telecommunications, or a similar field. Completion of formal training in similar accredited course may be considered in lieu of an associate degree
At least eight (8) years of related work experience which should include range operations as associated to aircraft and/or spacecraft testing
Excellent customer service skills
Computer system literacy. Ability to effectively use word processing and spreadsheet software programs such as Microsoft Word, PowerPoint, Visio, and Excel
Ability to manage a technically diverse workforce
Ability to effectively present technical information to various audiences ranging from the customer to the RF&ESS senior management team
Ability to read, write and understand English
Ability to obtain and maintain a Government Secret Security Clearance
Must possess a valid driver's license
In-depth knowledge of Operations, including scheduling, procurement, and quality assurance; Range communications, data systems, Radio Frequency (RF) theory, digital and analog communications theory
Ability to work under the pressure of a real-time mission environment
Ability to configure, operate, and troubleshoot highly specialized telemetry processing systems with the ability to recognize and correctly resolve problems in time critical situations
Ability to communicate effectively in both oral and written form; apply the principles of logical or scientific thinking to define problems, collect data and establish facts and draw valid conclusions
Ability to establish and maintain successful working relationships
Ability to interact effectively with system users
Ability to analyze data and resolve problems
Ability to work in a team environment; work under deadlines; effectively use a computer to input and retrieve information and data; Perform work in an ISO compliant/certified environment
Ability to obtain and maintain a government security clearance
Ability to work extended and flexible hours including weekends
Ability to pass a heavy equipment physical exam required to operate motorized equipment such as forklifts, bucket lifts and platform personnel lifts
Ability to work on aerial platforms and in an outdoor desert environment

Preferred

At least two years of work group lead or supervisory experience preferred
Technical familiarity with the equipment operated and maintained at the Dryden Flight Research Center desired
