Transportation Engineer/Transportation Engineering Associate III (PLS) (61032447) *RE-ADVERTISEMENT*
The South Carolina Department of Transportation is seeking a Transportation Engineer/Transportation Engineering Associate III to manage various engineering projects. The role involves project management, professional responsibilities as a registered land surveyor, and administrative duties, while also contributing to team efforts and staff development.

Responsibilities
Identifies project characteristics and objectives
Establishes project plan
Assigns and orients project staff
Allocates equipment resources
Monitors work for quality and timelines. Takes corrective actions as needed
Provides guidance, decisions, and direct supervision as needed. Resolves survey related problems. Consults with higher line of authority as necessary
Advises management, or other SCDOT engineering staff, of discovered project problems that may significantly impact the project
Conforms to professional standards of applicable work
Adheres to a professional standard of ethical conduct
Certifies applicable documents, plats, and drawings as a registered professional land surveyor
Sets monuments which control the location of boundary lines as written in the legal description of parcels of property acquired for right of way or other purposes
Determines property boundary line locations
Identifies boundary line discrepancies
Reconciles records and field evidence
Reconciles conflicting deed descriptions
Determines location of easements
Considers the priority of calls for landowner rights
Identifies field conditions for evidence of possession
Complies with SCDOT Rules & Regulations, Policies and Engineering Directives relative to the group’s operation
Submits required reports and paperwork in an accurate and timely manner. Approves work time and leave request for subordinates
Ensures all unit supervisors adhere to the procedures set forth for documenting and approving work time and leave request in MSS
Serves in an advisory capacity, individually or as a team member, to develop policies, procedures or engineering directives, standards, and specifications related to SCDOT surveying
Participates in software and associated procedure development as a team member, generally providing input with other surveying personnel, to software programmers
Serves in an advisory capacity, individually or as a team member, for the testing and evaluation of new equipment and software. May communicate directly with vendors concerning equipment and software purchase and/or use for SCDOT applications
Provides training requiring applicable specialized surveying expertise for SCDOT agency wide staff. For example, training District Engineering personnel on the use of survey equipment
Provides advice and assistance to Districts and other areas of SCDOT to resolve surveying related problems or issues
Responsible for personnel matters including hiring, evaluating, disciplining, and promoting. Applies affirmative action and EEO requirements. Responds to employee grievances for assigned personnel
Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees
Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork within the organization. Complies with SCDOT Safety policies and procedures
Maintains the upkeep and maintenance of State vehicles and inventory items
Utilizes ESS in SCEIS to enter work time along with charge codes and leave request. Maintains and updates personal information in ESS as needed
Performs other related duties as assigned
Qualification
Required
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management
Three (3) years of engineering or construction management work experience
Registration as a Professional Land Surveyor by the South Carolina State Board of Registration for Professional Engineers and Surveyors
A valid motor vehicle operator's license
