Responsibilities
Lead solution architecture for federal health opportunities, shaping win strategies, technical approaches, and discriminators across our Health capabilities (e.g., clinical operations modernization, health analytics/AI, interoperability, public health surveillance, behavioral health, eligibility/enrollment, digital front door, pharmacy and logistics)
Translate mission needs (DHA, Army MEDCOM, Air Force Medical, VHA, IHS, CDC) medical, and similar) into executable, low risk, price competitive solutions using proven delivery models and measurable outcomes (quality, timeliness, cost, access)
Own the technical proposal response: develop solution narratives, architectures, staffing models, transition plans, quality and performance measures (SLAs/KPIs), risk/mitigation, and compliance matrices
Integrate human-centered design, evidence based clinical workflows, and digital enablement (RPM/telehealth, omnichannel engagement, care coordination) to enhance access, throughput, and patient satisfaction
Architect health data solutions using FHIR/HL7, TEFCA aligned interoperability, health information exchange, and secure data pipelines; define analytics/AI/ML use cases for program integrity, quality improvement, and operational efficiency
Ensure cybersecurity, privacy, and compliance are appropriately incorporated into the solution (HIPAA, 21st Century Cures, FedRAMP, TIC 3.0, Zero Trust), partnering with CFED cyber teams to align to federal standards
Develop credible pricing inputs and BOEs: labor mix, productivity assumptions, facilities/logistics, automation impacts, and risk reserves; partner with pricing to produce cost realistic bids
Lead solution reviews and color teams; coach writers and SMEs to produce clear, consistent, and differentiating content; enforce compliance to RFI/RFP requirements and evaluation criteria
Create transition and readiness plans for rapid startup; define governance, performance management, and continuous improvement mechanisms (Lean/Six Sigma, control charts, dashboards)
Collaborate with capture, BD, and operations to validate customer hot buttons, proof points, staffing pipelines, and partner strategy (clinical providers, OEMs, platform vendors, small businesses)
Shape teaming strategies and make buy decisions to strengthen past performance, credentials, and coverage across clinical, digital, and logistics services
Support oral presentations and technical demos; simplify complex concepts into clear value
Stay current on federal health policy, procurements, and emerging technology, feed market intel and solution patterns into reusable playbooks and artifacts
Performs other job-related duties as assigned
Qualification
Required
Bachelor's Degree and 8 to 15 years of relevant experience in federal health services solutioning, or an equivalent combination of education and experience
Deep understanding of federal health missions and procurement: HHS/CDC, VA, DHA, AFMED, Army MEDCOM, experience with IDIQs/BPAs/GWACs and Full & Open competition
Demonstrated success leading technical solutions for large federal health programs (clinical operations, eligibility/enrollment, case management, public health surveillance, health logistics, pharmacy services, telehealth)
Handson experience designing health data solutions: FHIR/HL7, APIs, TEFCA frameworks, EMR/EHR integration (e.g., Cerner, Epic), secure data lakes, and analytics/AI for quality, integrity, and operations
Strong understanding of HIPAA, PHI/PII handling, FedRAMP, Zero Trust, and security by design in health environments; ability to coordinate with cyber teams to meet federal requirements
Proven ability to develop cost realistic proposals: staffing models, productivity, automation, facilities/logistics, and BOE documentation
Skilled in articulating win themes and discriminators grounded in measurable outcomes and past performance; able to interview SMEs and convert insights into clear, compliant proposal content
Experience with service delivery modernization: human centered design, omnichannel digital engagement, RPM/telehealth, care coordination, and quality management systems
Self-motivated, detail oriented, and adaptable
Excellent written and oral communication; effective presenter to technical and executive audiences
Ability to build constructive relationships across cross functional, cross cultural teams and with government stakeholders
Proficiency in Microsoft Office Suite and proposal tools; familiarity with agile delivery, DevSecOps, and microservices when relevant to digital health platforms
Demonstrated ability to manage time and deliver under deadlines
Strong critical reasoning and problem-solving skills
Must be flexible, highly motivated, and reliable
Must pass pre-employment qualifications of Cherokee Federal
Preferred
Advanced Nursing or Medical degrees, public health, informatics, biomedical engineering, or related field
Aligned certifications: PMP, SAFe or Agile, Lean/Six Sigma Green/Black Belt, CPHIMS/CPHIT, AWS/Azure/GCP cloud certifications, CISSP or CISM (for cyber heavy pursuits), HL7/FHIR certifications
Security clearance: Ability to obtain and maintain a Public Trust or Secret; TS/SCI preferred for certain pursuits
