Hearing Officer 1 (Incarcerated Discipline)
The New York State Center for Recruitment & Public Service is seeking a Hearing Officer 1 to oversee administrative proceedings involving incarcerated individuals at correctional facilities. The role requires a licensed attorney to ensure due process standards are met, evaluate evidence, and prepare detailed decisions based on hearings conducted.

Responsibilities
A licenced attorney who presides over administrative proceedings involving incarcerated individuals at assigned correctional facilities
Arrange for witness testimony and documentary and video evidence
Ensure that appropriate standards of due process are met, determine the relevancy and admissibility of evidence, and demonstrate appropriate demeanor and impartiality throughout the hearing process
Evaluate evidence presented, resolve issues of law and fact, and consider mitigating and aggravating circumstances
Prepare decisions that includes statements of the evidence relied upon and thorough explanations for the dispositions rendered, including the justification for any sanctions or programmatic referrals imposed
Electronically record all hearings conducted and develop a complete paper record in a manner that may be utilized in the event of future litigation
Maintain an appropriate degree of independence and regular contact with Counsel's Office supervisory staff
Additional duties may include but are not limited to attendance at Departmental trainings, meetings, occasional travel to assist other hearing officers and drafting of Freedom of Information Law (“FOIL”) appeal responses on behalf of the Department and any special assignment or detail from the Deputy Commissioner and Counsel
Qualification
Required
Law school graduation and admission to the New York State Bar Association or admission to the Bar of a State Commonwealth other than the State of New York
Three years of post-admission experience in adversarial proceedings including, but not limited to, criminal law, arbitration, formalized fact finding, dispute resolution, or other litigation practices
