Rural Health Transformation Program Accountant II - Term Limited

The Accountant II position is responsible for managing the financial aspects of the Rural Health Transformation Program, ensuring compliance with accounting principles and federal regulations while overseeing grant expenditures and reporting.

Responsibilities
Monitors, analyzes, and reconciles balances for assigned accounts
Enters, reviews, and approves journal entries and transfers in accordance with internal controls; enters correcting entries
Analyzes various reports of independent data
Researches and answers questions regarding related transactions from Department employees, auditors, and the Center for Medicaid and Medicare Services (CMS)
Creates accounting entries as needed to claim federal financial participation on related expenditures
Reviews the quarterly indirect cost allocation entries by gathering and reviewing applicable costs, and ensuring the recoded funds are within grant’s approved indirect cost budget
Ensures departmental compliance with generally accepted accounting principles, State fiscal rules and procedures, and federal regulations. In addition, this position is responsible for recording and reporting correction entries if needed
Provides any necessary reporting for the Department’s Budget Division as well as for the Office of the State Controller, the Office of State Planning and Budgeting, the Joint Budget Committee, and the federal Center for Medicaid and Medicare Services. It serves as a point of contact for audit question and for variance analysis
Designing and establishing a chart of accounts for the grant
Requests all accounting codes, develops financial statements/reports, monitors and approves grant expenditures, payables, revenues and receivables
Communicates and coordinates with Budget and program staff in regard to this federal grant
Works with program staff to ensure all financial matters related to the federal grant are accurate and prepares any required federal financial reports for the grant
Monitors due dates, expiration dates, expenditures, and federal revenue drawing to ensure that the federal grant is not overspent, that the Department is not over or underearned on federal revenue, and communicates with program staff on financial status of the grant
Oversees grant related encumbrances and payments. Duties include understanding applicable vendors’ contracts, establishing a chart of accounts for the encumbrance document, creation encumbrances (GAE), reviewing receiving reports, invoices, supporting documents, and creating payment documents (GAX)
Requests all accounting codes, develops and run requested reports, monitors and approves grant expenditures, payables, revenues and receivables
Communicates and coordinates with Budget and program staff in regards to the contracts payments status
Works with program staff to ensure all financial matters related to the grant are accurate
Monitors expenditures to ensure that the vendors’ contracts are not overspent and communicates with program staff on any issues
Qualification
Required
Six (6) years of professional accounting experience
A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to six (6) years
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement (Please provide CPA certification in the attached documents)
Analysis of financial transactions to determine accuracy, completeness, and conformance to established policies and procedures and generally accepted accounting standards
Developing, implementing, modifying and documenting accounting systems
Reconciliation of accounts
Calculating and estimating effects of proposed changes in operating programs or accounting operations
Auditing processes
Revenue recognition
Account troubleshooting and problem-solving; implementing and/or designing of financial controls
Preferred
Previous related State of Colorado experience
Experience using the State Financial System (CORE Advantage)
