SENIOR PROGRAM MANAGEMENT ANALYST

NEOGOV is part of the Los Angeles County Metropolitan Transportation Authority, which aims to provide a world-class transportation system. The Senior Program Management Analyst will perform advanced-level work to enable communication between Metro management and governmental entities, overseeing the implementation of computer systems for capital project monitoring.

Responsibilities

Plans and organizes program management functions and tasks related to the activities or operations of delivering major capital projects
Serves as staff expert for system applications required to support the day-to-day activities of the department
Develops and implements projects that are defined by agency goals and objectives, policies, procedures, work requirements, and performance measures
Recommends, develops, and administers department budget, including gathering information, monitoring expenditures, and processing invoices
Compiles, prepares, and updates Project Management Plans (PMPs) for capital projects
Collects and analyzes data to produce comprehensive status reports, studies, charts, and graphs
Prepares, enters, and tracks system requisitions
Provides user support services, including problem resolution and training
Recommends, maintains, and tracks performance measurement standards
Establishes report standards, and monitors and audits reports for conformance
Produces reports to management and the Board of Directors, including Board reports, project status, program management plans, requisition tracking, staffing, etc
Coordinates and provides information for Federal Transportation Administration quarterly meetings
Provides general office duties, including typing, scheduling meetings, ordering supplies, answering telephones, making travel arrangements, managing timesheets, and making labor adjustments
Oversees, trains, and mentors assigned staff
May be required to perform other related job duties

Required

A Bachelor's Degree in Business or a related field
Three years of relevant experience performing work in project control, engineering, and/or construction management for major capital projects
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred

Experience providing executive-level administrative support through office coordination, finance and administration special project support, board report preparation, professional PowerPoint development, advanced Excel spreadsheet management, and handling of highly confidential materials
Experience managing projects, including developing scopes of work, establishing evaluation criteria, and supporting end-to-end procurement processes
Experience developing, implementing, and delivering training programs related to staff professional development, and finance and program management administrative policies, procedures, and compliance requirements
Experience using advanced Microsoft Office tools, including Excel, Word, PowerPoint, Microsoft Project, and Power BI, for reporting, analysis, and decision-making
Project Management Professional (PMP) Certification preferred

Time off with Pay (TOWP) - Compensates employees who are on approved absence from work for reasons such as illness, injury, medical and dental appointments, personal business, vacation, or observance of (a) religious holiday.
Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
