Financial Reporting & Compliance Manager
State of South Carolina is transforming the housing industry through innovative programs and financial products. The Financial Reporting & Compliance Manager is responsible for accurate financial reporting, overseeing accounting systems, and ensuring compliance with laws and regulations.
Government
Responsibilities
Provides accurate and timely financial reporting on the financial position and activity of the Authority
Prepares monthly and annual financial reports, statements and notes to the financial statements
Prepares monthly internal budget reports, external financial reporting, and HUD (REAC) reports
Reviews the general ledger at the closing of each month and at year end to ensure timely and appropriate entries are made by staff
Reviews and approves all General Operating Fund journal entries prepared by the governmental accounting staff
Reviews and approves all reconciliations generated for the Authority
Reviews and approves disbursement vouchers before they are submitted to the Comptroller General's Office
Responsible for all chart of accounts
Provides oversight for the coordination of accounting and reporting systems for emergency rental and mortgage assistance programs
Ensures that information/reports as assigned are provided to the Authority's auditors (internal and external) on a timely basis
Interprets laws, regulations and policies to assess program applicability
Keeps executive management informed of program and policy changes and potential impact on applicable program administration. Manages implementation of program and policy changes to ensure accurate financial reporting requirements are met
Develops, and reviews annually, procedural manuals to be followed by the finance department to ensure proper controls, policies and procedures are followed
Fosters a positive work environment that promotes continuous communication
Qualification
Required
Bachelor's degree in finance or accounting
5 years of full-time professional experience in accounting, auditing or finance
3 years of full-time supervisory management experience
Knowledge of governmental accounting principles and practices and governmental financial statements
Ability to analyze and interpret complex financial data and reports
Experience in preparing governmental financial statements, budgets, and bank reconciliations
Knowledge of accounting principles and practices, understanding of financial statements, and the ability to analyze and interpret complex financial data and reports is essential
Considerable knowledge of State laws and regulations concerning disbursements, deposits, and transfers of funds
Financial services background preferably in the banking/mortgage industry with experience as a senior finance officer
Must be able to plan, develop, organize, implement, direct and evaluate fiscal function and performance
Must have experience in the use of multiple information systems and specialized software, and possess the ability to interpret bond indentures
Must be able to think abstractly, possess excellent verbal and written communication skills, as well as negotiation, problem-solving, organizational and quantitative skills
Must be able to lift and carry files, books and reports weighing up to 20 lbs
Must be able to perform filing, desk work and operate general office equipment
Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering or presenting information to other staff members or external parties

Preferred

Certified Government Finance Officer (CGFO)
MBA or Master of Accountancy/Finance or related field
Certified Public Accountant (CPA)
