Procurement Specialist – Rural Health Transformation Project - Term Limited

Responsibilities

Operating with a high level of independence, the position performs technical writing, analysis, and negotiation to develop and execute purchase orders, grant agreements, contracts, amendments, interagency agreements, memoranda of understanding, and other approved procurement vehicles required to support RHTP activities
Oversees competitive and non-competitive solicitations, evaluates procurement risk, ensures compliance with state and federal requirements, and coordinates reviews and approvals with central state authorities as necessary
Supports complex and often non-routine procurements driven by evolving programmatic needs, novel policy environments, and federal guidance. In doing so, the position applies professional judgment to interpret procurement rules, mitigate risk, and protect the Department’s interests while enabling successful implementation of the RHTP

Required

Six (6) years of related experience in procurement activities around government acquisitions, in particular services and large scale IT systems, Contract writing, negotiations and performance management, familiarity with state and federal code and rule around Purchasing/acquisitions and contracting
Experience in writing statements of work, scopes of work, as well as adjusting and or amending statements or scopes of work
Bachelor's degree and two (2) years of experience in procurement activities around government acquisitions, in particular services and large scale IT systems, Contract writing, negotiations and performance management, familiarity with state and federal code and rule around Purchasing/acquisitions and contracting
Appropriate education will substitute for the required experience on a year-for-year basis

Preferred

Prior state/ federal/county/government experience related to the duties of this position
Legal knowledge or experience
State government experience, preferably in procurement
CPPB or CPPO
J.D
Technical, government, or contractual writing experience
